General Accountabilities:


Reporting to the Sr. Manager of the Emergency Management & Reliability Compliance Department, within the System Operations Division, the successful candidate’s primary accountabilities will include oversight of Hydro One Backup Facilities testing, Hydro One GridEx participation, representing Hydro One on NPCC CO-11 Working Group and developing and maintaining Business Process Documents which directly support control room operations.




  • Participate on a team in performing assigned responsibilities

  • Responsible for System Operations corporate Compliance program, development, implementation and sustainment
  • Provide advice and communications products to external stakeholders, corporate and Network Management staff to assist in the understanding and implementation of reliability standards and demonstrating compliance to those standards.
  • Responsible for System Operations corporate Business Continuity Management program and adherence to HONI emergency preparedness policies
  • Facilitate biannual testing of Hydro One’s Backup facilities in support of NERC compliance obligations
  • Represent Hydro One for biennial GridEx participation, organize mock control room, support scenario development
  • Create and implement changes to various sources of documentation in use in System Operations Division (e.g. Directive to Achieve Reliability Compliance (DARCs), Business Process Documents (BPDs), Memorandums, Memorandum of Understanding, agreements etc.
  • Develop and maintain Business Process Documents (BPDs) supporting System Operations Division
  • Represent Hydro One and the System Operations Division on various internal and external working groups.
  • Develop, update and review documentation used for Compliance with NERC requirements, NPCC requirements and the IESO market rules and manuals
  • Maintain Ontario Participants System Restoration Plan for Hydro One in conjunction with the IESO
  • Coordinate the development and issuance of Compliance and Operating documentation with internal and external stakeholders 
  • Develop strong working relationships with other line of business departments where documentation crosses inter-business unit boundaries
  • Respond to requests for documentation additions, revisions, or deletions as required
  • Participate on working teams to resolve operational issues with other line of business departmental staff
  • Provide reliability and compliance support to the various System Operations groups
  • Provide reliability and compliance support input to Hydro One strategic initiatives
  • Review and provide feedback on new or revised policies, standards, processes, and procedures from non-operating sources from an System Operations business process, reliability and compliance perspective
  • Adhere to corporate policies and procedures as required
  • Assist the Manager in developing and measuring standards of performance against generally accepted ‘good utility practices’ across the industry
  • Produce, revise and maintain documentation to ensure consistency and accuracy
  • Assist in other duties of the Emergency Management & Reliability Compliance group in support of System Operations as workload and priorities dictate

Selection Criteria


Essential Competencies


  • Requires extensive operating/technical experience to understand the practical aspects of power system operations.
  • Requires extensive experience working with the Utility Work Protection Code  
  • Demonstrated understanding of Operational policies, standards, and procedures.
  • Ability to understand and apply NERC, NPCC and IESO Market Rules as they relate to reliability compliance and operating documentation.
  • Extensive working knowledge of integrated power system operations, including generation and transmission components and their impact on system security and economics.
  • Ability to develop and maintain cooperative working relationships with both internal and external customers.
  • Visible commitment to Customer and Corporate objectives.
  • Challenges current practices, and recommends programs with calculated risks to improve reliability and develop new opportunities.
  • Requires advanced knowledge of technical writing for the preparation of operating procedures, practices, standards, presentations, and technical report.
  • Requires knowledge of computer technology to apply various software applications in the administration of the document systems. 
  • Working knowledge and ability to acquire computer skill needed in using Microsoft applications, Hydro One computer applications, and other vendor provided programs and applications
    Minimum Criteria
  • Six to eight years relevant experience, most of which should be in; Operating, outage scheduling, outage coordination, field operations (Operating, P&C), and/or system operating, and training.
  • Requires post secondary education of a technical nature or equivalent.

  • Excellent communications skills in order to communicate with internal and external stakeholders using clear and concise English both verbal and written
