General Accountabilities:
- Supervise assigned clerical and technical support staff and administer the work of the function.
- Plan schedule and assign work to accommodate targets.
- Provide advice and guidance to staff and be responsible for developing methods, procedures and standards for performing the work.
- Assist the Manager in the assessment of performance of staff and on other personnel matters.
- Review, plan and prioritize all Project and Program work within the unit/zone via the Work Execution business systems, schedule for completion and dispatch to the appropriate work centres, or assign to the appropriate Supervisor.
- Organize monitor and control ongoing workload, skill capabilities required and time requirements for completion of work and ensure appropriate resources are allocated to complete work as scheduled.
- Monitor and deploy T&WE within the unit/zone to ensure the optimum utilization of equipment in conjunction with the Fleet Maintenance Program.
- Ensure the appropriate equipment is available to perform the work.
- Coordinate additional equipment requirements with Fleet Services.
- Work with UTS’s and/or FLM's within the unit/zone to monitor upcoming or potential workload (Order Book) to ensure adequate resources are available.
- Identify resource shortfalls and make recommendations to Business Manager and Zone Superintendent.
- Prepare, monitor, evaluate, update and construction schedules for Program and Project work in accordance with Customer Operations Policies and Procedures.
- Propose schedule or resource changes which will benefit the execution of Planned Work.
- Gather data, seek opinions and discuss ways of achieving project objectives.
- Monitor and report on a database of outstanding work activities.
- Communicate with clients in order to effectively carry out these duties.
- Work with Supervisor and others to seek new and improved methods for scheduling and monitoring project work.
- Work with contractors to coordinate the work regarding controversial issues related to excavation and digging holes requiring the negotiation of price and service level agreements.
- Evaluate reports received from other work groups, assess impacts on schedules and make the necessary recommendations and adjustment s to the work schedules and resource.
- Update information and close work orders upon completion.
- Ensure timely and accurate information is received from the work centers as well as completed work orders.
- Screen completed and in progress work reports received from the field crews and obtain appropriate data as required.
- Monitor and process work order variances.
- Participate as appropriate with other groups with respect to all planned and unplanned outages during regular business hours.
- Assist with Emergency Response Center activities within work group in the event of a Major Storm.
- Coordinate all the necessary activities to complete work i.e. electricians, police, Forestry, ADET’s, CFT etc. and communicate to work centers.
- Schedule all required training activities, meetings, vacations, T&WE tests and inspections, etc. for work group.
- Identify material requirements before work is scheduled and availability within zone stores.
- Release material requisitions through Inventory System as required in order to meet scheduled start date of job.
- Ensure all work within unit/zone is completed and reported as per the current Commercial Contract or Customer Operations business processes.
- Identify discrepancies to the Business Manager/Zone Superintendent.
- Participate in the Zone Project and Program targets and construction budget process.
- Analyze data to provide unit cost and man hour estimates.
- Monitor, evaluate and report on the construction costs.
- Maintain and monitor a database of cost information.
- Communicate with clients to gather data and discuss ways of achieving cost objectives.
- Read drawings and technical documents, extract information, as required.
- Perform calculations for quantity take-offs, financial evaluations, estimates, reviews of variance, etc.
- Make field observations and measurements as necessary.
- Submit completed work for appropriate review and approval.
- Prepare and report status of contract schedule progress and cost flows.
- Prepare data to evaluate if work should be done by Hydro One trades or by contract.
- Perform other duties as required.
Selection Criteria:
- Requires a knowledge of electricity/electronics, computer technology and operating techniques to perform software applications related to project management systems.
- Requires a knowledge of mathematics necessary to perform statistical calculations for technical reports.
- Requires good communication skills, both oral and written, to communicate effectively with staff.
- Requires a knowledge of computer technology in order to operate work and project management systems.
- This knowledge is considered to be normally acquired in and equivalent to a Grade XII education in a secondary school plus intermediate related courses.
Essential Experience:
- Requires experience in distribution and transmission operations, projects, work methods, practices and maintenance procedures.
- Requires an understanding TWE equipment and materials related to contracted services, locates and outages.
- Requires experience in work sequences to develop logical work packages.
- Requires experience in estimating, planning, organizing, scheduling of work to assist in the preparation of plans and work programs.
- Requires experience with Electrical Maintenance and Mechanical Maintenance to be familiar with technical work requirements in the field.
- Requires experience with load forecasts to prepare data on work program accomplishments.
- Requires experience in the operation of computerized systems to prepare plans and schedules.
- Requires experience to be familiar with the inter-relationship with other sections within the department and supporting departments which includes IBUs.
- Requires experience in a supervisory capacity.
- A period of up to six years is considered necessary to gain this experience.
