General Accountabilities:

Prepare and design plans, schedules and work programs for various work groups in accordance with scheduling processes and work methods and procedures.
Process and maintain records on work requests and assign priorities based on established criteria, as directed.
Discuss special requirements with originator of the work request.
Perform assessments and estimates.
Identify and assemble appropriate documents necessary for a work package including work order information, procedures, switching orders, and other pertinent UWPC documents.
Plan and schedule work programs and work orders for crews utilizing the current set of planning and scheduling tools including, scheduling software, Network Outage Management System, Network Management System and station drawings.
Ensure outages are secured for work packages to meet the schedule requirements.
Work with technicians to coordinate work programs and schedules of different work groups establishing a logical work sequence and appropriate resource allocation.
Compare plans, schedules and work programs developed for past similar circumstances and check to substantiate logic of proposed plan, schedule or work program.
Submit proposed plan, schedule or work program for supervisory review and approval. Interface with project management to ensure materials are ordered on schedule.
Ensure materials are procured, tracked and secured, T&WE, Contracted Services and specialized equipment including test equipment are in place. This includes the order of material that is either direct shipped or warehouse resourced, the maintaining of local storages for free issue, and ensuring the re supply of these materials.
Work with the: field supervisor, Services Specialist, Sr. P&C Engineer and other support staff to coordinate planning & scheduling services, as required.
Refer issues of a controversial nature to the supervisor for resolution.
Develop and monitor progress of plans, schedules and work programs through feedback and discussion with staff, as well as, through participation in planning meetings and through computerized work management systems.
Identify scheduling problems, such as under–use of resources and inform Scheduler. Make recommendations as required, to change and improve the planning process.
Review status of work request. Update the status of scheduled work that has been completed in a timely manner.
Analyze and present data on group accomplishments and work load forecasts.
Prepare status reports, as required, such as completed or outstanding work packages, using computerized and manual systems. Operation of a Forklift is a requirement
May require occasional travel with overnight stays.
Job involves approximately 80% office work and 20% field work in a TS environment.
Perform other duties as required.

Selection Criteria:

Requires knowledge of electronics, electrical theory, mechanics, instrumentation, heat and thermodynamics associated with rates and operating techniques, materials and equipment related to technical and planning work programs.
Requires knowledge of mathematics necessary to perform calculations.
Requires knowledge of computer technology in order to operate work and project management systems. This knowledge is considered to be normally acquired in an equivalent to a Grade XII education in a secondary school plus an Electrical Engineering Technician program or by having the equivalent level of education.
Requires experience in a trade setting to understand department systems, operating work methods, maintenance procedures and to gain an appreciation of materials and equipment characteristics and to comprehend technical and planning work programs.
Requires experience to understand the practical aspects of design, procurement (such as drawings, materials, equipment), deployment of working forces, schedule durations, logic and practices.
Requires experience in work sequences to develop logical work packages.
Requires experience in estimating, planning, organizing, scheduling of work to assist in the preparation of plans and work programs, analysis and presentation of data on group accomplishments and work load forecasts.
Requires experience within Operating, Electrical Maintenance, P&C and Mechanical Maintenance to be familiar with technical work requirements in the field.
Requires experience in the operation of computerized work management systems to prepare plans and schedules.
Should be familiar with the interrelationship with other sections within the department and supporting departments.
A period of eight years is considered necessary to gain this experience.
Experience with SAP work management is a definite asset.

Job Description:

SPECIFIC ACCOUNTABILITIES:

Manage the work of a technical team in the delivery of expert environmental/approvals/design/analysis services involved in the design, construction, installation, reliability analysis, implementation and provision of technical support for projects and programs consistent with the Corporate HSEMS. Organize, plan, schedule, direct and coordinate work, assign tasks and monitor the progress of work to conform to schedules.
Evaluate the effectiveness of the section's environmental capability through various means (capability assessments, quality control, etc.) and recommend changes to enhance performance. Interview and select candidates for staff positions. Assess the performance of staff and conduct performance appraisal interviews, as required. Initiate effective recommendations on hiring, firing, transfer and promotion of staff etc.
Recruit, develop and maintain staff with the necessary type and quality of skills to deliver required environmental services levels in the context of LOB goals and objectives and overall Hydro One Networks' strategies, plans and objectives.
Provide leadership roles in the management and development of skills training programs required to enhance staff capability.
Perform day-to-day supervision, work assignment, monitoring and quality assurance of environmental staff within the assigned environmental team. Job Description:

Arrange for reports to be compiled on the performance of system elements comprising the bulk electrical system and of the associated protective relaying for Corporation-wide reference and use. Perform the extraction and recording of significant operating information portrayed in system reports. Perform and be responsible for the coding of operations on the power system in the Transmission Outage Data System (TODS) Provide results of region investigations, whether performance of protective and system equipment is satisfactory and produce a performance summary listing; automatic, forced and scheduled outages and including a cursory analysis of automatic operations. Report protection deficiencies to Supervisor or other appropriate sections for corrective action. Ensure that the classification of all outages is in accordance with the standard coding system and submitted for approval. Assist in the preparation of reports for bulk system element outages.
Supervise the work of a clerk. Receive work request from Supervisor and discuss specific requirements, priorities, etc. Assign work to the other member of the group on various office oriented technical duties; such as, searching files, drawings and literature for information, compiling and assembling data, assisting technical studies, etc. Check completed work for conformity with instructions provided.
Perform simple analysis, when required, on protection operations for the purpose of outage coding or performing NOEA (Naturally Occurring Event. Ensure that recorded faults or disturbances are processed, checked and correlated with records for surrounding areas, thus obtaining fault clearing time in cycles, fault type and magnitude at each terminal. Forward reports of unsatisfactory or suspicious relay operations to appropriate Supervisor.
Provide ongoing operation of the downloading facility including routine checks on both the health of the master station and the remote Disturbance Monitoring Equipment (DME) and satellite clocks. Provide support for both analog modems and network protocols. Work with field staff and provide direction and issue work notifications to repair remote DME failures of equipment or communications equipment. 5.Provide a check on the computer-based data system. Ensure that inventory, files, computer programs and outage data base are properly maintained for efficient operation of the data system.
Develop and maintain procedures for retrieving information from outage data base and equipment inventory files for repetitive studies; assist in conducting special studies, as required.
Maintain DME device records in the Protection and Control Management Information System (PCMIS). Draft review proposed configuration changes. Ensure that DME configuration changes are performed, as required.
Ensure that defect reports for DME are correctly processed to provide reliable asset performance data.
Manage and maintain spare parts inventory for all DME equipment. Order spares where required and arrange or repair of defective equipment.
Act as a resource for Field P&C staff on the retrieval of data from DME in the Field, troubleshooting failed DME and managing any upgrades that may arise on this equipment.
Ensure that inventory files on all major system equipment and associated protection are maintained up to date.
Assist in the development and modification of computer programs for processing statistical data and producing output reports.
Perform other duties as required.

Selection Criteria:

Education:

Requires a knowledge of electrical and electronic technology, mathematics, physics and related subjects to related to the operation and design of relays to carry out comprehensive analysis of high-voltage system protection performance.
Requires a good knowledge of English to communicate effectively with internal and external contacts and the preparation of reports.
This knowledge is considered to be normally acquired either through the successful completion of Grade XII in a Secondary, Commercial or Technical School plus a three-year course of concentrated study in the appropriate subjects obtained in the Province of Ontario from a College of Applied Arts and Technology, Polytechnical Institute or Community College or by having the equivalent level of education.

Experience:

Requires experience with relays and protective schemes to understand various outage data system elements practices and processes of operation and their behaviour under system fault conditions.

Selection Criteria:

Education:

Receive and evaluate reports from Work Optimization and Project Management regarding project status changes (partial/full awards, cancellations, on hold, I/S date modification#). Provide weekly checking with Work Optimization on project status accuracy and implications of I/S date changes. Report to the Estimating and Scheduling Engineer/Officer and to the Manager of Equipment Engineering & Special Projects any issues regarding project status changes as they pertain to the materiel and equipment ordering.

Assist in the development and maintenance of estimate databases of costs, labour rates, overheads, historic project costs and other relevant data in order to provide accurate estimate templates and to systemize data that enables estimate accuracy to be continuously improved. Extend the analysis of estimating, products and practices, identify and lead the integration of industry best practices for estimating reporting.
Analyze risks to be considered at the estimate stage. Identify risks that may affect cost or delivery of projects. Act as a liaison between estimators, project managers and E&CS managers in order to create a general Risk Checklist as part of the estimating template.

Specific Accountabilities:

Work closely with a variety of groups within the Company on several aspects of the annual program development and delivery function, including investment plan, business plan, budget, business case approvals, planning activities focusing on the integration of system and technology plans with the goals, objectives, budgets and strategies of the various line organizations. Be responsible of how the business will evolve through deployment of new technology.
Work collaboratively with the other direct reports within the Department and stakeholders from lines of business to integrate diverse requests for technology changes relative to strategies and objectives, evaluate options and synthesize optimal specifications and timely plans for enhancements to the technology platform. Receive assignments from supervisor or direct from requisitioners where the procurement issues are primarily commercial including assignments for engineered products where the design, technical specifications, regulatory requirements, quality assurance standards and inspection checks are already established, referring to supervisor when unusual situations or problems arise.

Job Responsibilities:

Maintain a knowledge of appropriate vendor capabilities and an awareness of conditions in the market place on assigned goods or services and keep stakeholders informed. Initiate and participate in the development of procurement strategies responsive to requisitioners' requirements and to maintain capable and competitive sources of supply. Examine possibilities for cost savings through alternate sourcing.
Assist with keeping the potential supplier data base current and in identifying and qualifying additional suppliers. Perform commercial evaluations of potential suppliers and refer technical and financial items to the appropriate specialists for evaluation and qualification.

Essential Knowledge:

Position Overview

The Manager, Environmental Services (Environmental Construction Management) will lead a team of approximately 8-10 professional staff responsible for delivering environmental requirements and providing owner oversight for major capital transmission projects and across Ontario. This role involves managing a high-performance, collaborative team to ensure projects are completed on time, on budget, and in compliance with environmental regulations, while maintaining social acceptability. The Manager will be responsible for building and managing a team focused on maintaining environmental due diligence during the permitting and construction execution aspects of Hydro One’s largest projects. Provide subject matter expertise and other support to Hydro One’s Management, Human Resources and Labour Relations staff in resolving issues or disputes pertaining to Hydro One’s practice of Professional Engineering. Lead the identification, investigation, evaluation and reporting to the appropriate external monitoring and enforcement authority, and mitigate instances of Hydro One’s potential non-compliance with reliability regulations. Prepare, coach, and otherwise support various Hydro One management to represent each instance of potential non-compliance in appearances before the appropriate Hydro One governance, oversight and decision-making committees (e.g. Reliability Standards Compliance Committee).

On matters of extensive reliability issues, significant risks to Hydro One and/or Code or Conduct matters, engage with direct, or support collaborative corporate wide investigations in cooperation with Internal Audit, The office of Hydro One’s Ombudsperson, and the Office of the Corporate Secretary. As necessary, brief the chief Compliance Officer, and other parties, as appropriate. Direct the preparation, execution, and reporting upon mitigation.

On matters of reliability regulations, develop and direct corporate programs to proactively and regularly inform, advise, seek endorsement and/or actions from, and prosecute undertakings on behalf of, various executive leadership, governance and oversight bodies, including but not limited to the Chief Compliance Officer, the Reliability Standards Compliance Committee (RSCC), the Executive Leadership Team (ELT), the Corporate Ethics Office, as well as the Board of Directors, various Committees of the Board (e.g. Governance and Regulatory Committee (GTC)), and Internal Audit.

Job Description

Qualifications

4+ years of progressive experience in a relevant professional or advisory role.
Working knowledge of Ontario securities law, with experience preparing TSX, OnCorp, SEDI and SEDAR filings
Experience within a Corporate Secretary’s Office of a public Company is preferred.
Experience with board portal platforms (e.g., Diligent) and entity‑management systems (e.g., GEMS) is an asset, along with a commitment to continuous improvement and adopting best practices.

Job Description:

TECHNICAL

Analyze and provide recommendations on the suitability and application of complex equipment. Locate supply sources for equipment required at short notice to meet unusual requirements and other contingent situations. Perform feasibility studies with respect to ease of manufacture, installation and reliable service. Co-ordinate these studies with suppliers and customers.
Prepare specifications or review specifications and final tendering documents prepared by others. Ensure established supplier capability against specified needs. Ensure resolution of any areas of concern. Ensure that clear acceptance criteria exists. Review specifications to ensure technical and commercial conditions conform to standards, policies, practices and jurisdictional requirements. Resolve areas of conflict whether in commercial, quality or technical areas. Issue requests for quotes and tenders and any subsequent addenda.
Investigate and assess industries' ability to meet specific system needs and develop new sources as required. Evaluate plant facilities, human resources and quality assurance capability with potential suppliers. Investigate potential suppliers' technical competence, delivery performance and commercial acceptance with other utilities. Monitor suppliers' performance and provide assistance to new suppliers to be recommended for inclusion on future bid lists. Investigate unsatisfactory vendor performance and work with supplier to correct the situation. Maintain current records on suppliers' capabilities and performance.
Analyze tenders. Evaluate technical, compliance with sustainable energy development principles, and the relative maintainability and reliability of the various submissions. Determine pertinent factors requiring comments from other sections, departments and divisions. Obtain technical clarifications through tender review meetings or correspondence.
Prepare as required, product verification plans based on past experience and knowledge of product function, required level of reliability and maintainability, site installation co-ordinations, supplier capability, etc. Ensure inspection assignment adds value. Review supplier product inspection plans, manufacturing schedules and test plans and approve. If unacceptable, negotiate necessary changes. Review manufacturing procedures as required.
Monitor technical and interface details for complex equipment contracts from the award to the completion of the warranty period. Check manufacturers' drawings and conduct relevant contract correspondence. Negotiate with suppliers, on (any) failure to comply with standard specifications, tendering documents or purchase contracts; changes to purchase contracts; and remedial action on defective equipment and materials. In accordance with the purchase contract, specification and tendering documents, settle cost responsibilities and endeavor to expedite service or replacement in the field. Refer the more complex settlements for supervisory discussion and assistance.
Conduct/participate in design/technical reviews as required with participation from customer and inspection staff to ensure technical compliance. Chair technical meetings as required with suppliers. Ensure minutes of meetings and reports are produced promptly.

Act as an engineering consultant to other sections, departments, divisions and outside organizations for specific types of complex equipment. Maintain awareness of current innovations in equipment design, manufacture, test, use, etc. through perusal of literature, and utilize past experience, contacts with other utilities and suppliers to generally keep abreast in this field. Maintain a continuing contact with experts in the major manufacturing companies and other utilities, to obtain or supply information. Answer queries from various Ontario Hydro groups on application, availability of equipment on markets, need for new developments, etc.
Study current practices in regard to ratings, methods of insulation and operation of complex equipment to seek improvements and reduce costs, but without sacrificing reliability. Take initiative to encourage new applications of equipment and technology to the power system where advantages could result.
Participate in the Canadian Standards Association (CSA), the Institute of Electrical and Electronic Engineers (IEEE) and the International Electro-Technical Commission (IEC) meetings, in the preparation of National and International standards for major equipment.

COMMERCIAL

Review the adequacy of competitive sources and take corrective action where sources are insufficient. Develop and implement a procurement strategy taking into account the marketplace and the needs of the customer.
Participate in the funding approval process with the System Reserve group in accordance with the signing authority register. Assist System Reserve group in the preparation of approval documents.
Analyze commercial aspects and economic differences of tenders. Determine relative merits of alternative bids. Chair pre-tender meetings with suppliers and customers to clarify engineering, commercial, delivery and quality elements of tenders. Prepare a memorandum for purchase approval and submit the same to the Supervisor for information/approval.
Prepare the various purchase documents such as commercial tender reviews, price competition sheets, letters of intent, awards, purchase orders and instruction notices using computerized materiel management systems. Arrange, as required, post-award meetings with suppliers and inspection staff to ensure a clear understanding of contractual responsibilities.
Monitor commercial aspects of complex equipment contracts from award to the completion of the warranty period. Chair commercial meetings as necessary with suppliers.
Assess vendor performance during the execution of work to ensure contractual requirements are being met and to establish a performance record to be used in the placing of future business. Review correctness and approve payment of invoices. Assess construction and operating reports on performance and update performance databases.
Participate in marketing of technical expertise and sale of surplus major equipment to organizations outside Ontario Hydro as assigned.

Reporting & Analysis

Prepare and review project controls deliverables and gate documents.
Develop and analyze project reports, KPIs, and performance metrics.
Provide independent analysis to support project teams. Contract & Vendor Support
Participate in bid evaluations, award recommendations, and/or contract administration.
Review contractor schedules, reports, and payment applications.

Client Support & Decision Guidance

Advise Project Managers on project health, risks, and strategic execution considerations.
Support decision making with authoritative project controls expertise.

Continuous Improvement

Identify and implement improvements to project controls tools, processes, and reporting standards.
Ensure consistency with organizational procedures; escalate gaps or deficiencies.

Relationship Management Internal:

Collaborate with leaders at all levels, including executives, to communicate complex information, provide advice, and negotiate resources or outcomes.
Partner with union representatives to foster positive employee relations and support implementation of new processes.
Maintain strong relationships with internal clients to understand needs and provide high quality project controls services.

External:

Build relationships with senior external clients, vendors, suppliers, and industry partners.
Respond to critical technical inquiries and manage negotiations when required.

Problem Solving

Resolve highly complex technical issues affecting the project
Support and guide staff in resolving work-related problems and escalating when needed.
Provide oversight and advice on project controls matters.

Leadership

Set goals and performance expectations for direct reports and ensure fair, consistent assessment across the department.
Provide coaching, development planning, and mentorship for staff; ensure appropriate skills and competency development.
Manage staffing decisions including hiring, deployment, and, when necessary, terminations.
Build a culture focused on service quality, responsiveness, flexibility, and continuous improvement.

Education:

Undergraduate degree in Engineering, or a related technical discipline, or equivalent technical experience.
Professional Engineer an asset.
AACEI (Assn. for the Advancement of Cost Eng’g) Certified Cost Professional, preferred.

Experience:

5 to 8 years of relevant progressive experience in project controls, including estimating, scheduling, cost control, risk management, and/or performance reporting.
Utility experience is required for this role.
Demonstrated experience leading project controls activities across the full project lifecycle (business case, planning, execution, commissioning, close out).
Experience managing or overseeing portfolio level project controls frameworks, tools, governance processes, and continuous improvement initiatives.
Experience in contract administration, tender development/evaluation, and applying commercial/contractual requirements in a project environment.
Leadership experience managing technical teams, setting priorities, and developing staff capabilities.
Experience coordinating with internal and external clients, including unionized environments, vendors, and cross functional teams.
Strong working knowledge of project lifecycle management tools & systems, data analysis/reporting tools, and business intelligence platforms.
Strong background using project controls software, schedule/portfolio management systems, databases.
