Location: This is a provincial hire, and the positions are in various locations around the province.

Job Description:

Carry out work involving meter reverifications, sample meters, overdue meters and provide annual testing on a wide range of metering equipment. Provide testing with meter analyzer (Northwoods Data Logger or BMI) and meter software e.g. PQ Inspector or PC Pro Plus. Maintain records for reverifications and meter testing program. Receive work assignments with general discussion from Meter and Relay Services or from Supervisor. Arrange with Zone, Operating Area or external personnel for joint action and assistance in order to resolve schedule problems of mutual interest, when required. Make necessary prescribe and schedule visual, instrument, mechanical and electrical checks of equipment, comparing with standard requirements. Be responsible for cleaning, checking and making replacements and carry out the necessary operations to achieve required equipment performance. Refer unusual problems to the Supervisor such as the need to upgrade metering to standard. Prepare and forward to the Supervisor or Meter and Relay Service all pertinent reports on the work performed, recording data or problems encountered, empirical solutions applied and evidence to support that further work is required.
Select and order standard metering equipment for new and service upgrades. Carry out the sizing of equipment according to customer load from acquired customer load estimates. Install a variety of standard metering equipment, including MIST and MOST metering and imbedded generator installations, with telecommunications connections for new customers. Respond to customer requests for upgrade to interval meters including: scoping out work and costs for the installation and relationship with the customer the process; initiate billing though CSS. Receive work assignment through office routine (FBC) or Supervisor, for installation of metering. Arrange with Zone, Operating Area or external person Supervisor for direction. Prepare and forward to Supervisor, all pertinent reports on work performed, recording data or problems encountered and evidence to support that further work is required.
Carry out initial inspections and testing of metering installations, within specified time frames of our business, to verify the readiness of newly installed, upgraded and in service equipment. This equipment must meet specified requirements regulatory compliance (Measurement Canada and D.S.C.) and confirm to other governing regulations. Use CM evaluator, metering analyzer equipment and meter software to check the accuracy of metering. Receive work assignment through office routine of assignment from Supervisor. Arrange with Zone, Operating Area or external personnel for joint action assistance, when required, or to resolve problems or requirements of mutual interest. Refer unusual problems to the Supervisor Prepare and forward to the Supervisor all pertinent reports on work carried out, recording data or problems encountered, and evidence to support that further work is required.
Investigate malfunction to identify, locate and correct faults in metering equipment. Use metering analyzers such as Northwood Data Logger or BMI and meter software e.g. PQ Inspector or PC Pro Plus or other to test and locate faults in metering equipment. Receive assignment from office routine, or Supervisor or ascertain the work needs through own observations and defect reports. Arrange with Zone, Operating Area or external personnel for joint action and assistance, when required or to resolve problems of mutual concern. Carry out various electrical, mechanical, visual and other checks on equipment and circuits. Analyze test results. Make necessary repairs, or modifications to correct faults, following safety and security procedures and regulations. Refer unusual problems to the Supervisor for direction. Prepare and forward to the Supervisor all pertinent reports on the work performed, recording data or problems encountered and evidence to support that further work is required. Keep Supervisor informed of recurring problems on equipment.
Contribute to various work activities by performing or participating with the Supervisor or other technical staff in carrying out special tasks such as test for Electo Magnetic Fields, identification and elimination of radio frequency interference, harmonic distortion complaints, resolution and customer power factor load studies. Advise results and bring unusual problems to the Supervisor's attention. Prepare and forward reports to the Supervisor including recommendations where appropriate. Respond and communicate to customer inquiries.
Replace and service recording equipment, including RIMs, to survey and obtain statistical data on DS and customer loads as well as meter customer loads.
Complete arrange for collections, disconnections and reconnections and unscheduled meter readings.
Collect metering data in the field on Meter Information Form and forward to FBC for Meter and Relay Services retention.
Prepare electronic recording ammeters for metering of short term duration for defective metering replacement and load transfers. Download ERA's and interpret results.
Check out and correct or arrange for repair of test equipment.
Maintain local inventory of metering equipment for appropriate stock level to meet current demand. Handle, package and store metering equipment according to Field Operating practices and procedures.
Perform other duties as required.

Selection Criteria:

Requires a knowledge of electrical and electronic theory and related mathematics as they apply to telecommunications, control and metering equipment and circuitry.
Requires a knowledge of instruments and test equipment used in checking electrical and electronic circuits. This knowledge is considered to be normally acquired in and equivalent to a Grade XII education in a secondary school plus intermediate related courses.
Requires experience in the application of prescribed modules of the MEA training program.
Requires experience related to commissioning, trouble-shooting and preventative maintenance of a wide range of equipment related to metering and telecommunications.
Requires experience with various computerized software and hardware applications to transfer data files and perform testing on remote metering.
Requires experience with meter pulse circuits, interposing relays pulse recorders, (Rims Untis) and KYS terminology and operation.A period of up to four years is considered necessary to gain this experience

Job Description

Specific Accountabilities

Through collateral relationships with respect to the Vice-President, Lands, Buildings, Services and Security develop, implement and monitor real estate and facility programs and services which directly contribute
value to the business strategies of Hydro One’s transmission and distribution business.

Direct Output Support to the Vice-President
- Prepare 2-5 year specific asset strategies and implementation plans for Hydro One lands, buildings and facilities in line with changing client needs in the transmission and distribution business
- Manage and provide leadership for Hydro One’s real estate and facilities through approximately 35 staff in the following functional areas: Corridor Land Management, Rights Acquisition, Leasing, Aboriginal
Lands, Employee Relocation, Property Tax, Records and Facilities
- Deliver real estate and facility work programs and set priorities to make use of workforce pool
- Ensure effective management systems are in place for health and safety, the environment and the financial resources associated with Hydro One’s real estate and facilities.

Direct Output/Delegated Direct Output
- Manage the real estate acquisition rights programs and projects for the transmission and distribution business. Oversee the negotiation strategies, policies and settlements with landowners, First Nations and government entities.
- Plan direction and act as the key service provider representative for Hydro One’s contract with the provincial government for the management and leasing of corridor lands. Manage the ‘secondary use ’ land licensing and easement programs to external customers including the technical lines and environmental assessments.
- Recommend and implement an investment program (capital and operating) for Hydro One’s real estate, buildings and facilities optimizing their use for clients and enhancing value.
- Negotiate new and renewal commercial/industrial space leases and term land agreements e.g. occupations on railway property. Oversee the payment and auditing function associated with these agreements.
- Provide cost effective specialized real estate services in the areas of property assessment and taxation, employee relocation, low voltage inquiries, rights management, records and inventory management including mapping and Geographical Information Systems (GIS) implementation.
- Develop, monitor and be accountable for the real estate/facility business plans and budgets.
- Respond to public and external issues with respect to Hydro One’s lands and buildings.
- Meet transmission and distribution client needs by setting and consistently meeting performance standards, by being able to adjust to changing requirements, and by monitoring performance and client feedback.

Managerial Accountabilities
Manage the unit and achieve the approved programs and targeted results through:

Maintaining a team of subordinates who are capable of producing the outputs required:
- ensure subordinates are able and willing to produce the desired output, and that subordinate managers continually improve the processes for achieving the outputs

3. Supports team members through the execution of sourcing events or sole/single source negotiations in line with the Supply Chain policies and
procedures.
4. Provides support and advice in the review of requisitions and tendering documents for completeness and accuracy. Works with Lines of Business (LOBs) to ensure regulatory, quality assurance, or special technical requirements are captured. Ensures that references to terms, conditions, standards, appendices, and other relevant documentation are
accurately referenced throughout the document.
5. Provides support in the commercial evaluation of tenders, proposals, quotations, contracts, and negotiation outcomes as well as the review of commercial documents holistically taking into account price, performance, domestic content, escalation, foreign exchange, duty, progress payments, labour requirements, financial security, manufacturing capability, etc. Coordinates with technical specialists and requisitioners to collaboratively review commercial proposals.
6. Liaises with the required purchasing authorities and prepares purchase approval documents across internal stakeholders.
7. Provides support in determining the requirement for basic or formal purchase orders or contracts in accordance with Supply Chain policies and procedures. 8. Coordinates and chairs award meetings. Assists in resolving problems related to invoice discrepancies, material rejections, lost or damaged goods and other discrepancies. Coordinates the negotiation of contract changes after the award. Prepares and processes amendment approval documents and instruction notices.
9. Coordinates the review, quality assurance and approval of engineering, manufacturing, regulatory, quality assurance and other technical procedures and documentation by specialist staff in the requisitioning, as required. Initiates, maintains and verifies the completeness and accuracy of quality assurance required for the administration of contracts.
10. Provides guidance in the administration of contracts to ensure contractual obligations are fulfilled, including reviewing claims, progress payments, and escalation claims on contracts. Leads the resolution of disputes and claims in collaboration with Legal and other LoBs.
11. Oversees the vendor performance assessment process including establishing a performance record to be used in the placing of future business. Provides guidance in the resolution of performance improvement initiatives or serves as an escalation point for supply performance management discussions.
12. Works closely with internal clients to provide customer service across areas of category planning, sourcing and contracts.

Be responsible of how the business will evolve through deployment of new technology.

Job Overview:

Under general direction and consistent with corporate and divisional procurement policies and procedures, perform the following duties to purchase either a specialized range of products and services for a wide variety of clients and applications in Ontario Hydro, or a wide variety of products and services for specific regions, generating stations or projects. Receive assignments from supervisor or direct from requisitioners where the procurement issues are primarily commercial including assignments for engineered products where the design, technical specifications, regulatory requirements, quality assurance standards and inspection checks are already established, referring to supervisor when unusual situations or problems arise.

Job Responsibilities:

Maintain a knowledge of appropriate vendor capabilities and an awareness of conditions in the market place on assigned goods or services and keep stakeholders informed. Initiate and participate in the development of procurement strategies responsive to requisitioners' requirements and to maintain capable and competitive sources of supply. Examine possibilities for cost savings through alternate sourcing.
Assist with keeping the potential supplier data base current and in identifying and qualifying additional suppliers. Perform commercial evaluations of potential suppliers and refer technical and financial items to the appropriate specialists for evaluation and qualification.
Review requisitions and tendering requests for completeness and accuracy. Verify requisitioning authorities and resolve discrepancies. Check technical descriptions and determine if there are regulatory, quality assurance or other special technical requirements and refer to product specialists in the requisitioning units or in the division as required. Check for the availability of standard or surplus material, arranging for transfers as appropriate.
Liaise with requisitioners and other specialists to investigate possible substitute materials when special supply situations develop.
Assess procurement options such as requests for quotations or proposals, or for private or public tenders and determine the most appropriate, taking into consideration the requirements of the requisitioner and of the corporation. Review the most recent procurement history available for pricing and sourcing information and determine if bulk or blanket orders already exist or should be initiated. Identify and coordinate the preparation and renewal of bulk and blanket orders and prepare releases where bulk orders exist. Verify sole and only acceptable sources and obtain approvals.
Gather information for the preparation or review of tendering documents as required, working with requisitioners, technical service personnel and others to obtain all appropriate technical and commercial data. Develop and select the appropriate commercial conditions including leasing terms, progress payments, holdbacks, duty, taxes, escalation, foreign exchange, warranty, delivery, transportation and supply and install provisions. Assess the need for special commercial conditions such as corporate seals, bid securities, labour requirements, financial security or parental guarantees. Ensure that the evaluation criteria for consultants is included and is acceptable. Prepare and issue bid lists and obtain approvals where there are regulatory requirements or changes or ambiguities to technical requirements which require clarification.
Conduct or participate with supervisor in the negotiation of contracts for approved sole and only acceptable source requirements, and in accordance with established policies and procedures. Prepare and issue letters of invitation for private tender requests. Prepare and arrange for newspaper advertisements for public tender requests. Ensure that capable suppliers are alerted to public tender requests. Coordinate the activities of requisitioners and others in providing clarifications to potential bidders. Arrange, participate in and occasionally conduct pre- and post- tender and site meetings to review commercial aspects of tenders and contracts with vendors, requisitioners and divisional personnel. Issue addenda and extensions as required and keep the requisitioners informed of all changes.
Participate in the receipt and opening of tenders as required. Issue letters and instructions pertaining to the return of tendering documents and bid deposits. Ensure that the return of late and incomplete tenders and the withdrawal or cancellation of tenders is done in accordance with corporate procedures.
Perform the commercial evaluation of tenders and quotations including price, domestic content, escalation, foreign exchange, duty, progress payments, labour requirements and financial security. Refer other items such as product acceptability, manufacturing and delivery capability, quality assurance and regulatory qualifications to the requisitioner or the appropriate technical specialists for evaluation. Coordinate the technical and other evaluation activities and the contacts with bidders to clarify ambiguities and to resolve exceptions and correct any errors or omissions. Keep the requisitioner informed during the evaluation and award process as considered necessary.
Determine the required purchasing authorities and prepare purchase approval documents. For requisitioner prepared funding documents, check for accuracy and completeness and resolve any discrepancies with the requisitioner. Add Supply notes as required and process for approval.
On receipt of approval, award business to successful bidders using whatever method is most appropriate. Determine the requirement for basic or formal purchase orders or contracts in accordance with established format and guidelines. Where bulk or blanket contracts are involved, establish the format and process and instruct vendors and requisitioners on the procedures they are to follow to ensure all the requirements are met. Assign taxes where applicable and prepare purchase orders to facilitate execution by the supplier and easy administration. Confirm acceptance by the supplier and take action to ensure that any differences are resolved. Negotiate and obtain financial and parental guarantees in accordance with corporate requirements. Advise the unsuccessful bidders in accordance with corporate procedures.
Perform ongoing administration of assigned contracts. Coordinate and chair or participate with supervisor in award meetings and progress review meetings and identify and ensure the attendance of requisitioners and other special resource people who may be required. Initiate surveillance assignments, where required, by compiling an assignment package or referring to technical service personnel for action. Coordinate and ensure the review and approval of engineering, manufacturing, regulatory, quality assurance and other technical procedures and documentation by specialist staff in the requisitioning and other departments as required. Expedite and provide status information to requisitioners and to other stakeholders as requested, referring unusual problems to supervisor for resolution. Assist with arranging transportation and in resolving problems related to invoice discrepancies, material rejections, lost or damaged goods and quantity and other discrepancies. Review, recommend and approve within designated signing authorities, progress and adjustment payments. Coordinate the negotiation of contract changes after the award. Prepare and process amendment approval documents and instruction notices. Initiate, maintain and verify the completeness and accuracy of quality assurance and other files required for the administration of contracts.
Operate computerized purchasing and materials management systems to perform the buying function and to access, input and update division and corporate information systems and data bases. Provide assistance to requisitioners, suppliers and other stakeholders in accessing and using related systems and data bases.
Handle and process, in accordance with regulatory and corporate procedures, restricted documents for the procurement of security related equipment and materials. When requested, assist supervisor to expedite the disposition of delinquent accounts with respect to Ontario Hydro material sold to contractors.
Within the general context of the job responsibilities, make suggestions to supervisor on how to improve the efficiency and effectiveness of the department.
Perform other duties as required.

Selection Criteria
Essential Knowledge:

Sourcing and Procurement: Requires 6+ years of procurement experience with various commercial practices (RFx Development and Execution, quotations, sourcing events, proposals, purchases approvals and administration of contracts etc.)
Strong knowledge of the fundamentals of category management and an exposure to a wide range of categories including equipment, materials, construction services, and services.
Solid knowledge of contract law, materials forecasting duties and taxes, insurance, foreign exchange and terms of payment would be an asset.
Knowledge of mathematics and basic financial practices and procedures to perform commercial evaluations, assign taxes and duties.
Procurement Strategies and Procedures: Understanding Procurement Policies and Procedures, and the nature and interrelation of the division's operations, requisitioning sources, and the vendor community.

Within the context set out by the Vice President Reliability Standards and Chief Regulatory Officer, and as informed and framed, lead the development, sustainment and prosecution of corporate -wide programs, which influence the development of and thereafter drive Hydro One to achieve, sustain, and demonstrate compliance with:

Externally imposed reliability-related laws, regulations and standards applicable to Hydro One; and internally developed reliability policies, standards and practices. Represent and defend Hydro One’s business interests and compliance posture in the broad context of evolving North American, Regional and Provincial reliability risks, regulations, and regulatory entities (e.g. OEB, CER, FERC, NERC, NPCC, OEB, IESO, MACD, PEO and others).

Monitor, evaluate and advance Hydro One’s compliance posture and associated internal controls, driving Hydro One’s readiness and success in the face of external audits and other regulatory monitoring and enforcement actions by such authorities as the IESO’s MACD. Accountabilities:

Direct, undertake and/or support the authoring, maintenance and promotion of various corporate policies pertaining to reliability-related regulatory standards and associated compliance assurance.

Derive context from such sources as corporate strategies and objectives as well as operational needs across the corporation and develop as well as advance and/or approve as appropriate and defend long-range (3-5 years planning horizon) reliability-related regulatory compliance strategies and plans.

Develop and lead external research (generally North America-wide, but may be global, as necessary) on matters of reliability-related laws, standards and other regulations, as well as industry best practices, of interest to Hydro One, including implications of emerging regulations benchmarking, major adverse events impacting other utilities, risks, mitigations, regulatory trends and projections, and otherwise, on the evolving regulatory landscape.

Develop and lead internal research, investigations and big data analytics on such matters as economic impacts of reliability regulations, compliance postures, internal controls, reliability risks, and the effectiveness of risk mitigation plans.

Develop and review Board, executive, governance, and oversight entity briefings as necessary.

Develop and direct a program to sustain and advance Hydro One’s corporate culture of compliance, including appropriate levels of corporate-wide awareness and technical understanding of various regulatory standards, and Hydro One’s compliance obligations, monitor, evaluate, interpret, inform and advise Hydro One on its compliance posture, compliance risks and associated internal controls, and compliance issues including potential non-compliances to such external standards as:

1. 1. North American, National, Regional and Provincial standards;
  2. Laws, regulations, and standards pertaining to the practice of Professional Engineering in Ontario; and
  3. Other external mandatory reliability-related regulations, as may be assigned.

Provide advice and guidance in respect to all matters of reliability regulations, including Hydro One’s compliance and compliance risk posture.

Lead the development, documentation, execution, sustainment and promotion of a corporate-wide program or programs, including but not limited to Hydro One’s Internal Compoiance Program (ICP), in order to achieve, sustain and demonstrate compliance to applicable reliability-related regulations including effective governance structure(s) and associated operational procedures. Internally drive, facilitate, support, report upon, and otherwise perform the “2nd line role” in respect Hydro One’s activities in achieving, sustaining and demonstrating compliance with reliability regulations. Direct, and as necessary directly undertake, corporate-wide interventions in the event that corporate compliance efforts are inadequate or at risk.

Sustain and advance Hydro One’s practice of professional Engineering in compliance with applicable laws, regulations and standards of professional practice. Provide subject matter expertise and other support to Hydro One’s Management, Human Resources and Labour Relations staff in resolving issues or disputes pertaining to Hydro One’s practice of Professional Engineering. Participate in and represent Hydro One’s interests in any resulting arbitration or other dispute resolution forum. Lead the provision of subject matter expertise (including technical engineering, regulatory, compliance, and related expertise) in respect to assigned reliability regulations).

Externally represent and advocate for Hydro One’s business interests before various North American regulators, standards authorities, monitoring and enforcement authorities, and/or other external applicable authorities (including but not limited to OEB, IESO, IESO/MACD, CER, FERC, NERCC, NPCC, PEO, etc) in respect to the development of emerging new reliability-related laws, standards and other regulations, as well as material revisions to these. Delegate as appropriate.

Develop strategies and plans, and as endorsed, undertake Hydro One’s intervention applications with North American regulators and/or standards authorities, in the event that certain standards (in whole or in part) conflict with or present unacceptable adversity to Hydro One’s business interests; pursue improved outcomes for Hydro One.

Participate in, materially support and/or otherwise directly represent Hydro One in Regulatory (and if necessary, Legal) proceedings (including hearings), including but not limited to regulatory rate application, standards development and/or standards intervention applications. Direct the preparation of Hydro One staff to represent Hydro One as technical experts and/or hearing witness in respect to such proceedings. Directly undertake to represent Hydro One as a witness, as necessary.

Lead corporate program(s) to establish and leverage relationships with North American industry participants in support of Hydro One’s business interests by participating in, contributing to and influencing various external business and governmental forums and working groups (e.g. IESO Reliability Standards Standing Committee (RSSC) Member, Canadian Electricity Association (CEA) Electric Regulatory Advisory Committee (ERAC) group, North American Transmitters Forum (NATF), various NERC/NPCC Standards Drafting Teams, various regulators and standards authority forums and committees).

Sustain Hydro One’s appropriate and productive relationships with various external monitoring and enforcement authorities (e., IESO’s MACD, Professional Engineers Ontario) with the objective of minimizing Hydro One’s monitoring burdens and enforcement exposures.

Lead the identification, investigation, evaluation and reporting to the appropriate external monitoring and enforcement authority, and mitigate instances of Hydro One’s potential non-compliance with reliability regulations. Prepare, coach, and otherwise support various Hydro One management to represent each instance of potential non-compliance in appearances before the appropriate Hydro One governance, oversight and decision-making committees (e.g. Reliability Standards Compliance Committee).

On matters of extensive reliability issues, significant risks to Hydro One and/or Code or Conduct matters, engage with direct, or support collaborative corporate wide investigations in cooperation with Internal Audit, The office of Hydro One’s Ombudsperson, and the Office of the Corporate Secretary. As necessary, brief the chief Compliance Officer, and other parties, as appropriate. Direct the preparation, execution, and reporting upon mitigation.

On matters of reliability regulations, develop and direct corporate programs to proactively and regularly inform, advise, seek endorsement and/or actions from, and prosecute undertakings on behalf of, various executive leadership, governance and oversight bodies, including but not limited to the Chief Compliance Officer, the Reliability Standards Compliance Committee (RSCC), the Executive Leadership Team (ELT), the Corporate Ethics Office, as well as the Board of Directors, various Committees of the Board (e.g. Governance and Regulatory Committee (GTC)), and Internal Audit.

Serve as Secretary and Support the Chief Compliance Office as Chair for the executive-level, standards review committee RSCC. This includes preparation and provision of required material and implementation of the executive level decisions.

Act as Hydro One’s Market Participant Compliance Contact (MPCC) with the IESO’s MACD and other standards enforcement bodies as required, to understand and address any judgements, decisions and sanctions that could impact Hydro One.

Assist in the development and modification of computer programs for processing statistical data and with special studies involving stored information and retrieval. Supervise the activities of a Protection Data Clerk.

Job Description:

Arrange for reports to be compiled on the performance of system elements comprising the bulk electrical system and of the associated protective relaying for Corporation-wide reference and use. Perform the extraction and recording of significant operating information portrayed in system reports. Perform and be responsible for the coding of operations on the power system in the Transmission Outage Data System (TODS) Provide results of region investigations, whether performance of protective and system equipment is satisfactory and produce a performance summary listing; automatic, forced and scheduled outages and including a cursory analysis of automatic operations. Report protection deficiencies to Supervisor or other appropriate sections for corrective action. Ensure that the classification of all outages is in accordance with the standard coding system and submitted for approval. Assist in the preparation of reports for bulk system element outages.
Supervise the work of a clerk. Receive work request from Supervisor and discuss specific requirements, priorities, etc. Assign work to the other member of the group on various office oriented technical duties; such as, searching files, drawings and literature for information, compiling and assembling data, assisting technical studies, etc. Check completed work for conformity with instructions provided.
Perform simple analysis, when required, on protection operations for the purpose of outage coding or performing NOEA (Naturally Occurring Event. Ensure that recorded faults or disturbances are processed, checked and correlated with records for surrounding areas, thus obtaining fault clearing time in cycles, fault type and magnitude at each terminal. Forward reports of unsatisfactory or suspicious relay operations to appropriate Supervisor.
Provide ongoing operation of the downloading facility including routine checks on both the health of the master station and the remote Disturbance Monitoring Equipment (DME) and satellite clocks. Provide support for both analog modems and network protocols. Work with field staff and provide direction and issue work notifications to repair remote DME failures of equipment or communications equipment. 5.Provide a check on the computer-based data system. Ensure that inventory, files, computer programs and outage data base are properly maintained for efficient operation of the data system.
Develop and maintain procedures for retrieving information from outage data base and equipment inventory files for repetitive studies; assist in conducting special studies, as required.
Maintain DME device records in the Protection and Control Management Information System (PCMIS). Draft review proposed configuration changes. Ensure that DME configuration changes are performed, as required.
Ensure that defect reports for DME are correctly processed to provide reliable asset performance data.
Manage and maintain spare parts inventory for all DME equipment. Order spares where required and arrange or repair of defective equipment.
Act as a resource for Field P&C staff on the retrieval of data from DME in the Field, troubleshooting failed DME and managing any upgrades that may arise on this equipment.
Ensure that inventory files on all major system equipment and associated protection are maintained up to date.
Assist in the development and modification of computer programs for processing statistical data and producing output reports.
Perform other duties as required.

Selection Criteria:

Education:

Requires a knowledge of electrical and electronic technology, mathematics, physics and related subjects to related to the operation and design of relays to carry out comprehensive analysis of high-voltage system protection performance.
Requires a good knowledge of English to communicate effectively with internal and external contacts and the preparation of reports.
This knowledge is considered to be normally acquired either through the successful completion of Grade XII in a Secondary, Commercial or Technical School plus a three-year course of concentrated study in the appropriate subjects obtained in the Province of Ontario from a College of Applied Arts and Technology, Polytechnical Institute or Community College or by having the equivalent level of education.

Experience:

Requires experience with relays and protective schemes to understand various outage data system elements practices and processes of operation and their behaviour under system fault conditions.
Requires experience with the bulk electrical system network to understand the effect of system faults.
Requires experience to be familiar with the interpreting of reports and data on system performance, NOEA, and extracting such information for studies. Requires experience in a supervisory capacity.

Job Description:

Develop and maintain the operating technology Quality Management System (QMS) to ensure adherence with business needs, industry standards, security and regulatory requirements. The QMS shall be maintained to ensure on-going compliance.
Ensure work practices are in alignment with industry and regulatory requirements. Lead and/or participate in internal and external audits as required.
Develop framework, implement and oversee the development of detailed work procedures and systems.
Perform other duties as required.

Selection Criteria:

Education:

Requires knowledge of basic science, physics, applied mathematics, computer science and engineering principles to carry out technical, economic, or analytical studies of the power system network model and use of tools in the real time operating environment.
Requires knowledge of system modeling tools, SCADA systems and engineering data.
Requires a good knowledge of English language and communication skills to communicate effectively with others and to prepare comprehensive technical reports. This knowledge is considered to be normally acquired through a four-year university education in an appropriate discipline. 1 year of further concentrated study related to power systems would be considered an asset.

Experience:

Requires extensive experience with electrical systems and equipment, system modeling tools and data, and power system operations, including SCADA systems.
Experience in understanding the need for and impact of information and data requirements on real time operations and ability to rapidly and accurately respond to the asset and customer information needs of operations staff and corporate groups.
Requires specific experience as applicable to the particular specialty of the group.
Experience will be related to the fields of secure operation of transmission and distribution systems, reliability, means of operation including control equipment, staffing and techniques and procedures for the practice of operating. Such expertise will be in the areas of design concepts as they relate to the functions and characteristics of power system components, analytical studies and the application of computer techniques to solving power system problems, familiarity with power system operation, practices and policies, network operating and system requirements, concepts of power system operation including technical features of equipment and facilities, high-tension transmission and distribution systems and interchange between systems.
Experience leading projects and teams is required. A period of over 8 years and up to and including 10 years is considered necessary to gain this experience.

Job Function

Support the Estimating and Scheduling Engineer/Officer in delivering estimating services and reports within the context of the Engineering organization. Assist in the development and maintenance of Database of Engineering Estimates produced by the Engineering estimating group. Prepare detailed materiel and resource forecasting reports for projects considering materiel lead times, resource constraints and other factors, direct costs, risks, and assumptions. Analyze implications of project status changes from the moment of initial estimate to the moment of full funding release. Support engineering managers to assign design resource to deliver released projects.

Job Description

Assist in the developing of estimate based on materiel and engineering design resource reports; and forecasting by applying project management, engineering, procurement, accounting, construction and commissioning standards, processes and policies. Coordinate the inputs of a variety of project related subject matter experts within E&CS, Project Management, Work Optimizations as well as other LOBs.
Organize the Long Lead EQP/Materiel Report and materiel lead-time analysis versus funding release. Work with members of Organization, such as Engineering, Project Management, Investment Planning, Work Optimization, Asset Management in order to match or have a minimum gap between project awarding date and EQP/Materiel ordering, construction start date and EQP/Material delivery date. Create and update formulas and flagging project dates in order to match the required I/S date.
Present Long Lead EQP/Material Report and other estimating related reports to E&CS managers, Project Management, Work Optimizations, Asset Management and other departments. Provide weekly release of Long Lead EQP/Material report to top management and creating the interface for on-line web posting.
Organize engineering design resource forecast reports and supply/demand reports to support work planning and funding decisions. Work with members of Organization, such as Engineering, Project Pay Scale Group MP2 Points 0245 Management, Investment Planning, Work Optimization, Asset Management in order to match or have a minimum gap between project award and resource availability, construction date and design deliverables.
Present Resource Forecast Report and other related reports to E&CS managers, Project Management, Work Optimizations, Asset Management and other departments. Provide update weekly to management and creating the interface for on-line web posting.
Receive and evaluate reports from Work Optimization and Project Management regarding project status changes (partial/full awards, cancellations, on hold, I/S date modification#). Provide weekly checking with Work Optimization on project status accuracy and implications of I/S date changes. Report to the Estimating and Scheduling Engineer/Officer and to the Manager of Equipment Engineering & Special Projects any issues regarding project status changes as they pertain to the materiel and equipment ordering.
Create forecasting reports based on active estimates database. Analyze resource, equipment and materiel forecasting procedures and reporting.
Assist in the development and maintenance of business processes as related to engineering estimating, resource forecasting, and equipment and materiel forecasting.
Work with other members of Organization such as Engineering, Scheduling, Work Optimization and Cost Analysis, to develop integrated project planning structures such as Work Breakdown Structures (WBS), Estimate Basis Documents, etc. and use these to develop estimates. Support E&CS managers and staff to extend existing Work Breakdown Structure (WBS) for materials and engineering hours. Match materials, WBS breakdown classification with purchasing related catalogue classification and programs (PassPort/SAP). Assist the estimators and equipment engineers in the WBS split up and developing of the project specific bills of materials.
Assist in the development and maintenance of estimate databases of costs, labour rates, overheads, historic project costs and other relevant data in order to provide accurate estimate templates and to systemize data that enables estimate accuracy to be continuously improved. Extend the analysis of estimating, products and practices, identify and lead the integration of industry best practices for estimating reporting.
Analyze risks to be considered at the estimate stage. Identify risks that may affect cost or delivery of projects. Act as a liaison between estimators, project managers and E&CS managers in order to create a general Risk Checklist as part of the estimating template.
Support the development of project change notices, identifying such factors as scope changes, quantity changes, material changes and other changes to the estimates. Work together with Project Management and Work Optimization in order to receive in time an official status change notice for any modification that may affect project milestone data.
Collect periodical updates from Engineering and Buyer (Inergi) regarding equipment/material average vendor lead time, availability and expiry date of BPO’s. Update estimating database and reports based on received information.
Customize equipment/materiel tendering score cards to include capital checking and evaluation points.
Perform other duties as required

Requirement

Requires experience with accounting practices, budgeting, cost calculation and inventory procedures and related to engineering estimating and equipment and materiel forecasting processes.A period of over 6 years and up to and including 8 years is considered necessary to gain this experience.
