Job Function

Develop, file and defend written and oral Regulatory Proceedings and/or Regulatory Compliance challenges by establishing and leading large multi-disciplined teams of expert staff from across the Hydro One organization. Work with staff within the Ontario Energy Board (OEB) to ensure the requirements of filings and compliance submissions are fully understood and to influence OEB staff to ensure Hydro One positions are adopted regarding the timing and content of regulatory submissions. Identify required areas of expertise within Hydro One and providing advice and guidance on the quality and timing of the written and oral evidence necessary to fulfill requirements specified by the OEB. Provide advice and guidance to Lines of Business relating to regulatory policies and strategies, implications and the appropriateness of various management processes and practices on policy application and interpretation. Monitor the application of Corporate policy on regulatory reporting and business operations to ensure conformity and proper application.

Specific Accountabilities

Lead the development, approval and submission of regulatory filings to the OEB associated with revenue requirement, rate design, recovery of deferral accounts, regulatory reporting, asset sales and acquisitions and compliance issues / challenges.
Provide advice and guidance to Lines of Business relating to regulatory policies and strategies, implications and the appropriateness of various management processes and practices on policy application and interpretation. Monitor the application of Corporate policy on regulatory reporting and business operations to ensure conformity and proper application. Ensure impacts to current results, business plans and strategies are proactively developed and reviewed with senior management.
Recommend strategies, tactics and positions for the Company to adopt related to regulatory issues requiring the approval of the OEB. This requires conducting risk assessments and business analysis for the purpose of making the recommendations based on well-founded business cases. The assessments and business cases are to be developed with the aid of multi-disciplined teams having accountability for various business issues, which may impact revenue requirement, rate design, recovery of deferral accounts, regulatory reporting and compliance issues.
Establish and lead teams of expert staff to conduct the necessary business analysis and prepare the regulatory submissions required to successfully achieve the business objectives of Hydro One.
Manage and establish the business relationships needed between the OEB and other external agencies, such as the IESO, OPA, OPG, other utilities and industry associations to ensure Hydro One interests are understood and positions adopted, as appropriate. Develop and maintain a network of internal and external business associates including peers within the OEB, other utilities, industry associations and all key business units within Hydro One to assist in achieving efficient and favourable OEB decisions.
Project manage the development of regulatory submissions by identifying the required deliverables and planning, scheduling and assigning the required tasks. Prepare a master schedule of key tasks and deliverables, monitor progress of deliverables and related quality, update the master schedule and provide recommendations for corrective action. Prepare and present reports outlining the status of the project and need for corrective actions.
Develop a budget for larger submissions, obtain the necessary approvals through the development of a business case and establish a cost control, approval and monitoring mechanism to ensure effective management of the budget. Prepare reports covering the financial status of project.
Make recommendations to Supervisor and Vice President and Chief Regulatory Officer on effectiveness of team members for future involvement in regulatory matters.
Assist with the formulation of process improvements to streamline regulatory approvals by ensuring efficient processing of regulatory submission.
Lead the development of regulatory-based special studies such as studies on Performance Based Regulation, Concepts for Cost Allocation and Rate Design, Regulatory efficiency.
Participate on OEB lead industry teams related with regulatory matters.
Establish a comprehensive understanding of all OEB related Legislation, Rules, Licenses and Codes and act as the subject matter expert within the company in specific areas, including providing interpretation and ensuring all the necessary processes and products are in place to ensure compliance

The Sr. Manager of Community Investment is responsible for the execution and reporting of Hydro One's community investments to ensure they align with the strategy and compliance requirements. Job Description:

Through collateral relationships with respect to the Director, Corporate Affairs, and within approved corporate strategies, provide the following:

Develop and manage a multi-faceted Community Investment strategy that is aligned with corporate and brand strategy.
Lead a cross-functional team to ensure Hydro One fulfills its obligations to maintain the Canadian Electricity Association (CEA) Sustainable Electricity Company designation.
Coordinate with Corporate Affairs to deliver internal communications regarding Hydro One involvement in community outreach programs and charitable programs.
Identify and coordinate efforts to promote volunteerism among employees and pensioners such that Hydro One is understood to be an active and community involved company.
Coordinate the review and responses to employee-generated Citizenship proposals.
Help develop and deliver key community citizenship positions and messages for internal and external stakeholders on an ongoing basis.
Respond in a timely and accurate manner to Community Citizenship inquiries, via the appropriate messages, information and approvals.
Recommend community and charitable sponsorship opportunities, including funding levels and participation requirements.
Report on a regular basis to Hydro One leadership team, and the Board of Directors, on the Community Citizenship Program and related initiatives.
Represent Hydro One and its subsidiaries to external audiences and stakeholders associated with the Community Citizenship program, and with the charitable community at large.
Recommend methods to enhance two-way links with Hydro One’s charitable and sponsorship stakeholders.

Job Function

Specific Accountabilities

Through collateral relationships with and within the context provided by the Vice President and Treasurer (i.e., corporate strategies and policies, accountabilities, tasks, budget and programs, compliance and performance targets, expectations for continuous improvement, etc.), this role will be accountable for the following:

Provide advice and guidance to the business units in the areas of debt financing strategy and interest rate risk management strategy and financing policy and assess accounting, tax, credit rating and regulatory implications of financing and financial risk management strategies and business planning cost control. Attempt to ensure the appropriate and consistent application of corporate financing policies and ensure compliance with corporate debt covenants and representations.
Manage and administer inter-company financing arrangements. Determine the amount and type of long term debt issued by subsidiaries to parent. Determine subsidiary requirements for bank letters of credit and parental guarantees, and make necessary arrangements to meet these requirements (eg. IESO prudential support requirements).
Advise subsidiaries on financing policies and financial risk management strategies.
Support the strategic planning process in assessing the Corporation’s capacity to finance capital expenditures and implications on the credit rating.
Assess forecast cash flows for potential acquisitions and partnerships incorporating operating, regulatory, financing, credit rating and human resource assumptions.
Assess alternative financing arrangements, such as hybrid instruments, partnerships, project financing, leasing proposals and other structured finance options, in order to expand company’s capacity to finance growth.
Coordinate ongoing due diligence disclosure requirements to debt-underwriting syndicate disclosing company’s operating, acquisition, financial and human resources strategies, as well as environmental, regulatory and legal issues.
Participate in managing all aspects of bond issuance including pricing, structure and selection of underwriting syndicate and market timing.
Participate in coordinating annual credit rating review materials disclosing all material aspects of the company such as operating, acquisition, financial and human resources strategies, as well as material environmental, regulatory and legal issues.
Participate in investor relations activities such as, preparing investor presentations, ensuring external financial reports and communications are commercially focused and liasing with debt analysts, equity analysts and investors in accordance with Hydro One’s disclosure policy.
Participate in negotiating terms and documentation for capital market & derivative transactions and bank financing, including covenants restricting the company’s operations and financial flexibility.
Compile sensitive information prior to potential disclosure in due diligence, debt prospectus, and annual information form.
Provide advice and coordination of quarterly compliance requirements of syndicated bank line and bondholder trust indenture.
Develop financing cost assumptions for business planning cost control process.
Develop modeling tools to price financial instruments to be executed.
Execute derivative and bond transactions for interest rate risk management.
Monitor developments in global capital markets to assess implications on issuance strategies. Monitor secondary trading, new issue spreads, investor preferences, primary market activity and economic developments.
Evaluate and obtain approval of new investment credits and monitor credit ratings of approved counterparties.
Maintain relationships with investment community, including investment dealers, financial institutions and investors.
Manage date to day cash flow requirements of the company and prepare short-term cash flow forecasts.
Develop, review and update financing and financial risk management policies and procedures for the company and subsidiaries.
Ensure the preparation of briefing notes/advice and consolidated information for the CFO and CEO for presentations on strategic issues made to Finance Committee or Board.
Support OEB regulatory requirements with respect to financing, financial risk management,. credit rating, cost of capital and Treasury related operations, maintenance and administration costs.

Managerial Accountabilities

Job Function

Lead, develop, and maintain standardized scheduling processes, procedures, tools, and systems.
Oversee and participate in the development of schedules across all project phases, at all levels of detail (Levels 1, 2, 3 and 4).
Ensure the integration of the Scheduling team with all areas of the organization especially in other areas of Project Controls (Estimating, Risk, Cost, Document control and Change Management).

Prepare reports on schedule variances, impacts of schedule changes and remedial actions.
Liaise with internal groups and external authorities project scheduling matters.

Team Leadership & Oversight

Provide guidance, coaching, performance feedback, and training to scheduling staff.

Use various computer systems and historical records to obtain property ownership information.
Collect information regarding easement and cutting rights for use by forestry staff in conducting maintenance work.
Conduct property owner and customer notification and acquire permissions for maintenance, off cycle and capital work programs, where required.
Attempt to resolve controversial issues and differences by explaining maintenance program objectives to property owners and agencies.
Perform the necessary joint use activities associated with the forestry program in the area including visits with representatives of the area line section and joint users.

Selection Criteria

Essential Knowledge:

Prepare or supervise preparation of reports and the various correspondence relative to Zone operation.
Participate in planning of Zone capital expenditures, such as line extensions, street lighting, plant betterment, etc. Be aware of load growth or other conditions necessitating modification of existing plant or services, or extensions thereto. Study requirements and participate with planning staff in preparation of plans for construction and expenditure, attend meetings and supervise the implementation of the program in accordance with direction.
Manage assigned work processes, monitor, evaluate and recommend changes and/or improvements to ensure efficient and effective completion of work as required in Service Level Agreements or contracts.
Contribute to and review information and estimates provided for negotiating/bidding on distribution work. Evaluate the complete package, identify and recommend potential changes to improve the final package including prices and service levels.
Provide advice and recommendations on capabilities, price, service levels and other deliverables as part of negotiation of Service Level Agreements or Contracts.
Assist in discussions, problem solving and issue resolution with customers regarding negotiation, implementation and ongoing work performance of Service Level Agreements or Contracts.
Deal with the consumer service requirements providing advice to customers relative to their electrical problems, interpreting wiring code and drawing attention to hazards. Advise new customers relative new construction, rates and application procedure and costs. Deal with customer complaints and initiate remedial action. Arrange for exhibits, speakers, films, etc, for public meetings and be prepared to participate in local public meetings to promote or defend Corporate policy. Job Description:

Work with fuel suppliers to reach agreement on sufficient levels of fuel in inventory and order fuel on a regular basis, as required. Input, update and monitor the Fuel Suppliers' service via the Fuel
Management Program for all remote communities. Input fuel dips/fuel level readings and meter readings when received from each community. Ensure that the efficiency rate is within the designated confines or investigate and solve any discrepancies. Prepare requisitions for the supply of diesel fuel. Assist in reconciling fuel used and delivered to
the general ledger. Check and verify invoices for accuracy and completeness against fuel received. Prepare fuel invoices for approval and payment by the appropriate signing authority. Monitor winter road and barge in-service and closure dates. Notify suppliers when contracts are suspended, based on accessibility of winter roads and the barge season. Resolve minor disputes with fuel suppliers and pass more difficult issues to supervisor, as required.
Calculate and monitor fuel consumption and kw/hr produced. Receive data from the Remote Community Site Operators and input to computer program and prepare fuel efficiency report. Evaluate and analyze data produced from previous and expected results. Contact operators if data is incorrect and obtain new data. Provide regular fuel reporting results to finance for review and assist with investigating variances.
Coordinate booking of aircraft service for field staff. Order food for different work crews. Input data into the Flight Program and contact personnel and Aircraft carriers for information, as required. Acquire the next consecutive flight number, times, passengers, or freight and enter the logs of each flight. Monitor and record the daily and weekly movement of aircraft associated with Remote Communities business. Maintain an active and accurate flight board. Log incident reports, as necessary. Resolve minor disputes with aircraft service or food provider related to service and refer more difficult issues to supervisor, as required.
Receive and process all flight invoices by sorting their flight numbers and matching them with the Flight Program. Ensure invoices are for the correct amount, check individual logs and make any necessary amendments (such as deducting flight/log cancellation charges) before forwarding to each supervisor for approval and payment. On a monthly basis, provide accounting distribution, based on supervisor input, to finance for recording. Resolve minor disputes with aircraft service providers related to invoice issues and refer more difficult issues to supervisor, as required.
Maintain regular contracted payments to Hydro One operators. Receive and check agent overtime invoices. Ensure invoice amount, approval overtime amount and taxes are correct before forwarding to supervisor or respective First Nation administration for payment.
Respond to operator, First nation or general inquiries regarding invoices and payments. Work with suppliers to resolve missing invoices, purchase order issues and unknown payments etc. Review, approve and monitor items requiring approval including material requests, orders and invoices. Review and approve routine invoices, as required. Resolve minor disputes with suppliers and refer more difficult issues to supervisor, as required

Monitor location of crew staff performing maintenance work on a daily basis. Respond to telephone inquiries and trouble calls, attempt to identify source of problem and determine location of caller, utilizing appropriate apparatus, (i.e. Area maps). Relay information/requests to service crews on the basis of priority and upon the availability and proximity of crews. Refer major service disruptions, emergencies to Supervisor to generate further action.
Notify customers with respect to cases of planned interruption to service, as directed by Supervisor.
Prepare requisitions and contract documents in accordance with approved procedures for work such as grass cutting, snow plowing, janitorial services, garbage removal, diesel fuel purchases for barge, winter road, road rail deliveries, etc. Material requests must be created in system software in order to enable purchase orders to be created by others.
Assemble details needed to complete an invitation to tender prior to the commencement of a job. Monitor and expedite the service, when required. Receive approved purchase orders, check for accuracy of data and make arrangements for correction or completion of data as necessary. Check on completion of jobs for correct invoice amounts and make adjustments to requisitions, as necessary. Note expiry dates on the contracts and arrange for new contracts. Maintain records for future requirements.
Assist in the development of maintenance schedules. Collect data from a variety of sources such as, SAP, operations reports and manufacturers' schedules and prepare required data for presentation, using appropriate software programs. Record, report and maintain statistical information pertinent to schedules, estimates, manhours, work affecting customers, and/or other necessary details. Monitor, input/extract and update databases, administering computer applications programs, ensuring that accuracy and timeliness are maintained.
