Job Function:

Reporting to the Senior Manager, Strategic Change the Manager, Change Management is responsible for implementing Company goals/objectives/strategies by providing effective change management leadership and direction in establishing and maintaining effective project services. Support project management and contributing departments in planning and managing Organizational Change Management on projects. Develop, obtain approval for and maintain project scheduling policies, standards, templates and products. Support the management of Change Management on projects and programs by providing consolidated information, reports and analysis.

General Accountabilities:

Manage staff engaged in the development and delivery of project services. Plan, schedule, organize and assign work to ensure that quality and accuracy of work are maintained and on schedule
Provide advice, guidance and direction to staff in the resolution of work-related problems, as well provide clear expectations and performance measures
Provide leadership through demonstration and response to staff requirements to achieve targets, plans, strategies and quality objectives to deliver service levels
Make effective recommendations on human resource issues, including career counselling, hiring, discharge, discipline and resolving work performance problems
Work with staff in other business units to communicate details of project work processes along with standard documents, templates, applications, scheduling materials and to clarify roles and accountabilities
Coordinate activities of individual team members to ensure all inputs are captured in a single master project schedule
Develop, integrate and maintain project standards, templates and other tools to improve quality and efficiency. Maintain databases of historic project timelines, approaches and other relevant data in order to provide accurate templates and processes and to provide data that enables accuracy to be continuously improved
Work with external representatives to identify and integrate industry best practices as they relate to project services and benchmarks. Exercise judgement and tact in explaining relevant benchmark pricing issues and/or persuading these external representatives to make exception to policies/processes or to change to ones more suitable to the Company
Monitor and support project status review process and provide analysis of progress and issues. Provide feedback to project managers and management
Conduct special studies and analysis
Contribute in the development and documentation of Change & Culture Services business processes, systems and practices

Selection Criteria:

Essential Knowledge:

Advanced working level knowledge of Change Management methodologies and deliverables, preferably Prosci certified
Detailed understanding of change readiness, change communications, adult learning and training methods and their application in business
Intermediate level knowledge of project management principles and project lifecycles, as applied to business
Intermediate level of knowledge contracting for and managing external resources
Familiarity with the utilities industry, preferably the electricity industry and ideally the Hydro One business model

Essential Experience:

Completion of a university degree and up to 10 years of relevant business experience
5 years of experience leading the delivery of Change Management programs

Represent the unit on discussions and negotiation with customers, stakeholders and suppliers. Be a technical resource and consultant on transmission/distribution asset management matters. We are seeking an experienced Manager, Data Governance to facilitate, develop, support, enforce, train, and monitor data governance related activities within two enterprise-wide projects: (a) migration from SAP ECC to S/4HANA ERP and (b) implementation of Collibra as an enterprise data and AI governance tool. This pivotal role spans the full lifecycle of both projects—from pre-implementation preparation through deployment and potential sustainment.These multi-year projects are focused on modernizing systems, streamlining processes, driving long-term business value, and advancing the maturity of data and AI governance practices of Hydro One. The projects are a strategic priority, touching multiple functions across the organization, and require strong data governance to ensure data quality and other data-centric objectives throughout the journey.

Financial Planning & Analysis

Review existing budgetary, business plan, staff plan, and financial controls of the Security Operations team to assess effectiveness and recommend improvements.
Prepare monthly forecasts and variance reports, explaining significant variances between budgeted, forecasted, and actual expenditures.
Provide advice and recommendations to managers and directors on investment plans and forecasts.
Prepare and deliver presentations to communicate approved budgets and forecast trends.
Gather departmental feedback and prepare budget requirements for Cyber and Physical Security, ensuring timely submission in required formats and systems.

Qualifications

Requires a broad and deep knowledge of finance, financial reporting, accounting, internal control and governance and process design.
This knowledge is normally acquired through a four-year undergraduate university degree in business, commerce or economics with an accounting or finance major and a professional designation such as CPA, CPA- CA, CPA-CMA, CPA-CGA or other relevant professional business designation. An MBA would be considered an asset.8 - 10 years relevant experience in accounting and financial reporting at an intermediate level.
Knowledge of and Experience in a rate-regulated environment is highly desirable.
Certification in disciplines related to governance, project management and/or process controls, data analytics/science are an asset.
Requires ability to effectively communicate with all levels of management and staff orally, written and using communication tools.

Specific Accountabilities

Senior Manager Estimating (Toronto, ON, CA)

About the Role:

The Senior Manager, Estimating plays a pivotal role within the Project Management Office (PMO), ensuring the development of effective, standardized, and integrated estimating processes, tools, and systems. The PMO aims to enhance predictability, consistency, transparency and competitiveness—enabling efficiency, capital discipline, and successful project execution.

In this leadership role, you will oversee all PMO estimating activities throughout the project lifecycle, ensuring the delivery of high‑quality cost estimates aligned with industry standards. You will support decision-making, evaluate project changes, and develop benchmarking tools that drive continuous improvement across the organization.

Key Responsibilities:

Estimating Leadership & Execution

Lead, develop, and maintain standardized estimating processes, procedures, tools, and systems for all estimate classes.
Oversee and participate in preparing cost estimates across all project phases.
Develop detailed quantity surveys, coordinate drawings and specifications, and prepare cost breakdowns and price schedules.
Maintain an up‑to‑date computerized estimating database incorporating historical data, market trends, construction methods, and cost indices.
Review and recommend adjustments to consultant and external agency estimates to ensure accuracy and compliance with guidelines.
Support project change evaluation by preparing trend estimates and analysis.

Project & Stakeholder Support

Provide estimating services and strategic cost advice to project teams and senior management.
Analyze and evaluate contractor tenders, including bid balancing and post-bid assessments.
Prepare reports on cost variances, tender comparisons, basis of estimates, cost‑reduction strategies, and remedial actions.
Liaise with internal groups and external authorities on estimating and cost matters.

Team Leadership & Oversight

Provide guidance, coaching, performance feedback, and training to estimating staff.
Ensure safe work practices, effective supervision, and optimal use of human and material resources.
Establish measurable performance standards for the estimating team.

Skills, Knowledge & Experience

Technical Requirements

Extensive knowledge of project controls, estimating methodologies, planning, scheduling, and cost management.
Strong understanding of the full project lifecycle and cross‑functional integration.
Experience in Project Management Office environments and managing projects from initiation to closure.
Expertise in developing and implementing processes, procedures, tools, and systems.
Excellent analytical, problem-solving, organizational, and communication skills.
Ability to interpret large amounts of data and provide sound judgment-based guidance.
Recognized subject matter expert with experience advising senior leadership.
Proficiency in Microsoft Word, Excel, PowerPoint, Access, SharePoint, and MS Project.

Management & Leadership Skills

Strong influencing and interpersonal skills, with experience partnering across multi-disciplinary teams.
Ability to manage competing priorities in a deadline-driven environment.
Effective facilitation, time management, and stakeholder communication skills.
Experience managing performance, setting goals, coaching staff, and making operational decisions.
Knowledge of relevant human rights, accessibility, and employment-related regulatory requirements.

Education & Certifications

Degree in a related technical or business discipline OR diploma with extensive related experience.
15+ years of progressive project controls experience.
Professional Engineer (P.Eng.) an asset.
AACEI Certified Estimating Professional (CEP) or Professional Quantity Surveyor (PQS) certification is preferred.
