General Accountabilities:

Prepare and design plans, schedules and work programs for various work groups in accordance with scheduling processes and work methods and procedures.
Process and maintain records on work requests and assign priorities based on established criteria, as directed.
Discuss special requirements with originator of the work request.
Perform assessments and estimates.
Identify and assemble appropriate documents necessary for a work package including work order information, procedures, switching orders, and other pertinent UWPC documents.
Plan and schedule work programs and work orders for crews utilizing the current set of planning and scheduling tools including, scheduling software, Network Outage Management System, Network Management System and station drawings.
Ensure outages are secured for work packages to meet the schedule requirements.
Work with technicians to coordinate work programs and schedules of different work groups establishing a logical work sequence and appropriate resource allocation.
Compare plans, schedules and work programs developed for past similar circumstances and check to substantiate logic of proposed plan, schedule or work program.
Submit proposed plan, schedule or work program for supervisory review and approval. Interface with project management to ensure materials are ordered on schedule.
Ensure materials are procured, tracked and secured, T&WE, Contracted Services and specialized equipment including test equipment are in place. This includes the order of material that is either direct shipped or warehouse resourced, the maintaining of local storages for free issue, and ensuring the re supply of these materials.
Work with the: field supervisor, Services Specialist, Sr. P&C Engineer and other support staff to coordinate planning & scheduling services, as required.
Refer issues of a controversial nature to the supervisor for resolution.
Develop and monitor progress of plans, schedules and work programs through feedback and discussion with staff, as well as, through participation in planning meetings and through computerized work management systems.
Identify scheduling problems, such as under–use of resources and inform Scheduler. Make recommendations as required, to change and improve the planning process.
Review status of work request. Update the status of scheduled work that has been completed in a timely manner.
Analyze and present data on group accomplishments and work load forecasts.
Prepare status reports, as required, such as completed or outstanding work packages, using computerized and manual systems. Operation of a Forklift is a requirement
May require occasional travel with overnight stays.
Job involves approximately 80% office work and 20% field work in a TS environment.
Perform other duties as required.

Selection Criteria:

Requires knowledge of electronics, electrical theory, mechanics, instrumentation, heat and thermodynamics associated with rates and operating techniques, materials and equipment related to technical and planning work programs.
Requires knowledge of mathematics necessary to perform calculations.
Requires knowledge of computer technology in order to operate work and project management systems. This knowledge is considered to be normally acquired in an equivalent to a Grade XII education in a secondary school plus an Electrical Engineering Technician program or by having the equivalent level of education.
Requires experience in a trade setting to understand department systems, operating work methods, maintenance procedures and to gain an appreciation of materials and equipment characteristics and to comprehend technical and planning work programs.
Requires experience to understand the practical aspects of design, procurement (such as drawings, materials, equipment), deployment of working forces, schedule durations, logic and practices.
Requires experience in work sequences to develop logical work packages.
Requires experience in estimating, planning, organizing, scheduling of work to assist in the preparation of plans and work programs, analysis and presentation of data on group accomplishments and work load forecasts.
Requires experience within Operating, Electrical Maintenance, P&C and Mechanical Maintenance to be familiar with technical work requirements in the field.
Requires experience in the operation of computerized work management systems to prepare plans and schedules.
Should be familiar with the interrelationship with other sections within the department and supporting departments.
A period of eight years is considered necessary to gain this experience.
Experience with SAP work management is a definite asset.

Job Description

Assess and process claims, whether contractual or tortious, to be handled within the jurisdiction of Superior Court of Justice (Provincial Court) (Civil Division - Small Claims Court & Simplified Procedure). Receive assignments from Supervisor or other solicitors, Accounts Receivable and other clients to determine the validity of claim relative to limitation period and dollar value to ensure that the claim does not exceed Small Claims Court jurisdictional limits. Collaborate with all stakeholders in the various phases leading to final design, ensure coordination of various features to avoid design conflicts and support overall design integrity, provide technical guidance and supervise assisting staff as required. Examine contracts and equipment tenders to ensure they meet the intent of the structural design.

Job Description:

Develop structural designs for station projects and related facitlities to achieve the concepts, layouts, and requirements as specified for the project.
Collaborating with all concerned in the various phases leading to final design, preparing sketches, instructions, and other data as required for drawing production, and providing advice and guidance as required throughout
Examine concepts, equipment and material tenders, to verify that design, equipment, or agreement, meets the intent and requirements of the structural design, collaborating with all concerned in changes necessary.
Attend to structural design issues arising during field construction, including site visits as required to investigate and aid in the resolving of problems and implement design revisions as required.

Work under the Senior Manager, implement environmental goals / objectives / strategies by providing effective team leadership and direction in establishing / maintaining an effective policy / program / approvals / design / analysis service. SPECIFIC ACCOUNTABILITIES:

Manage the work of a technical team in the delivery of expert environmental/approvals/design/analysis services involved in the design, construction, installation, reliability analysis, implementation and provision of technical support for projects and programs consistent with the Corporate HSEMS. Organize, plan, schedule, direct and coordinate work, assign tasks and monitor the progress of work to conform to schedules.
Evaluate the effectiveness of the section's environmental capability through various means (capability assessments, quality control, etc.) and recommend changes to enhance performance. Interview and select candidates for staff positions. Assess the performance of staff and conduct performance appraisal interviews, as required. Initiate effective recommendations on hiring, firing, transfer and promotion of staff etc.
Recruit, develop and maintain staff with the necessary type and quality of skills to deliver required environmental services levels in the context of LOB goals and objectives and overall Hydro One Networks' strategies, plans and objectives.
Provide leadership roles in the management and development of skills training programs required to enhance staff capability.
Perform day-to-day supervision, work assignment, monitoring and quality assurance of environmental staff within the assigned environmental team. Partner with asset managers in the development, scoping and implementation of environmental projects and programs within the framework of Government legislation, Corporate and business unit policies and procedures.

Act as a resource for Field P&C staff on the retrieval of data from DME in the Field, troubleshooting failed DME and managing any upgrades that may arise on this equipment.
Ensure that inventory files on all major system equipment and associated protection are maintained up to date.

Support the Estimating and Scheduling Engineer/Officer in delivering estimating services and reports within the context of the Engineering organization. Assist in the development and maintenance of Database of Engineering Estimates produced by the Engineering estimating group. Prepare detailed materiel and resource forecasting reports for projects considering materiel lead times, resource constraints and other factors, direct costs, risks, and assumptions. Analyze implications of project status changes from the moment of initial estimate to the moment of full funding release. Job Description

Assist in the developing of estimate based on materiel and engineering design resource reports; and forecasting by applying project management, engineering, procurement, accounting, construction and commissioning standards, processes and policies. Coordinate the inputs of a variety of project related subject matter experts within E&CS, Project Management, Work Optimizations as well as other LOBs.
Organize the Long Lead EQP/Materiel Report and materiel lead-time analysis versus funding release. Work with members of Organization, such as Engineering, Project Management, Investment Planning, Work Optimization, Asset Management in order to match or have a minimum gap between project awarding date and EQP/Materiel ordering, construction start date and EQP/Material delivery date. Create and update formulas and flagging project dates in order to match the required I/S date.
Present Long Lead EQP/Material Report and other estimating related reports to E&CS managers, Project Management, Work Optimizations, Asset Management and other departments. Provide weekly release of Long Lead EQP/Material report to top management and creating the interface for on-line web posting.
Organize engineering design resource forecast reports and supply/demand reports to support work planning and funding decisions. Work with members of Organization, such as Engineering, Project Pay Scale Group MP2 Points 0245 Management, Investment Planning, Work Optimization, Asset Management in order to match or have a minimum gap between project award and resource availability, construction date and design deliverables.
Present Resource Forecast Report and other related reports to E&CS managers, Project Management, Work Optimizations, Asset Management and other departments. Provide update weekly to management and creating the interface for on-line web posting.
Receive and evaluate reports from Work Optimization and Project Management regarding project status changes (partial/full awards, cancellations, on hold, I/S date modification#). Provide weekly checking with Work Optimization on project status accuracy and implications of I/S date changes. Report to the Estimating and Scheduling Engineer/Officer and to the Manager of Equipment Engineering & Special Projects any issues regarding project status changes as they pertain to the materiel and equipment ordering.

Assist in the development and maintenance of business processes as related to engineering estimating, resource forecasting, and equipment and materiel forecasting.
Work with other members of Organization such as Engineering, Scheduling, Work Optimization and Cost Analysis, to develop integrated project planning structures such as Work Breakdown Structures (WBS), Estimate Basis Documents, etc. and use these to develop estimates. Support E&CS managers and staff to extend existing Work Breakdown Structure (WBS) for materials and engineering hours. Match materials, WBS breakdown classification with purchasing related catalogue classification and programs (PassPort/SAP). Assist in the development and maintenance of estimate databases of costs, labour rates, overheads, historic project costs and other relevant data in order to provide accurate estimate templates and to systemize data that enables estimate accuracy to be continuously improved. Extend the analysis of estimating, products and practices, identify and lead the integration of industry best practices for estimating reporting.
Analyze risks to be considered at the estimate stage. Identify risks that may affect cost or delivery of projects. Act as a liaison between estimators, project managers and E&CS managers in order to create a general Risk Checklist as part of the estimating template.

Selection Criteria
Essential Knowledge:

Position Overview

The Manager, Environmental Services (Environmental Construction Management) will lead a team of approximately 8-10 professional staff responsible for delivering environmental requirements and providing owner oversight for major capital transmission projects and across Ontario. This role involves managing a high-performance, collaborative team to ensure projects are completed on time, on budget, and in compliance with environmental regulations, while maintaining social acceptability. The Manager will be responsible for building and managing a team focused on maintaining environmental due diligence during the permitting and construction execution aspects of Hydro One’s largest projects. This will involve, but not be limited to: participating in Environmental Assessments (EA), collaborating with various project team members (including a Project Management Office-Owner’s Engineer (PMO-OE) and Early Contractor Involvement (ECI) model), obtaining or supporting project permits, approvals and registrations, and overseeing environmental compliance inspections and due diligence activities during construction. Specific Accountabilities:

Department Overview:

Within the context set out by the Vice President Reliability Standards and Chief Regulatory Officer, and as informed and framed, lead the development, sustainment and prosecution of corporate -wide programs, which influence the development of and thereafter drive Hydro One to achieve, sustain, and demonstrate compliance with:

Externally imposed reliability-related laws, regulations and standards applicable to Hydro One; and internally developed reliability policies, standards and practices. Represent and defend Hydro One’s business interests and compliance posture in the broad context of evolving North American, Regional and Provincial reliability risks, regulations, and regulatory entities (e.g. OEB, CER, FERC, NERC, NPCC, OEB, IESO, MACD, PEO and others).

Monitor, evaluate and advance Hydro One’s compliance posture and associated internal controls, driving Hydro One’s readiness and success in the face of external audits and other regulatory monitoring and enforcement actions by such authorities as the IESO’s MACD. Lead strategies and specific initiatives needed to achieve corporate reliability objectives, sustain achievement in the face of looming threats to reliability and to seize opportunities to leverage Hydro One and reliability strengths.

Accountabilities:

Direct, undertake and/or support the authoring, maintenance and promotion of various corporate policies pertaining to reliability-related regulatory standards and associated compliance assurance.

Derive context from such sources as corporate strategies and objectives as well as operational needs across the corporation and develop as well as advance and/or approve as appropriate and defend long-range (3-5 years planning horizon) reliability-related regulatory compliance strategies and plans.

Develop and lead external research (generally North America-wide, but may be global, as necessary) on matters of reliability-related laws, standards and other regulations, as well as industry best practices, of interest to Hydro One, including implications of emerging regulations benchmarking, major adverse events impacting other utilities, risks, mitigations, regulatory trends and projections, and otherwise, on the evolving regulatory landscape.

Develop and lead internal research, investigations and big data analytics on such matters as economic impacts of reliability regulations, compliance postures, internal controls, reliability risks, and the effectiveness of risk mitigation plans.

Develop and review Board, executive, governance, and oversight entity briefings as necessary.

Develop and direct a program to sustain and advance Hydro One’s corporate culture of compliance, including appropriate levels of corporate-wide awareness and technical understanding of various regulatory standards, and Hydro One’s compliance obligations, monitor, evaluate, interpret, inform and advise Hydro One on its compliance posture, compliance risks and associated internal controls, and compliance issues including potential non-compliances to such external standards as:

1. 1. North American, National, Regional and Provincial standards;
  2. Laws, regulations, and standards pertaining to the practice of Professional Engineering in Ontario; and
  3. Other external mandatory reliability-related regulations, as may be assigned.

Provide advice and guidance in respect to all matters of reliability regulations, including Hydro One’s compliance and compliance risk posture.

Lead the development, documentation, execution, sustainment and promotion of a corporate-wide program or programs, including but not limited to Hydro One’s Internal Compoiance Program (ICP), in order to achieve, sustain and demonstrate compliance to applicable reliability-related regulations including effective governance structure(s) and associated operational procedures. Internally drive, facilitate, support, report upon, and otherwise perform the “2nd line role” in respect Hydro One’s activities in achieving, sustaining and demonstrating compliance with reliability regulations. Direct, and as necessary directly undertake, corporate-wide interventions in the event that corporate compliance efforts are inadequate or at risk.

Sustain and advance Hydro One’s practice of professional Engineering in compliance with applicable laws, regulations and standards of professional practice. Provide subject matter expertise and other support to Hydro One’s Management, Human Resources and Labour Relations staff in resolving issues or disputes pertaining to Hydro One’s practice of Professional Engineering. Participate in and represent Hydro One’s interests in any resulting arbitration or other dispute resolution forum. Lead the provision of subject matter expertise (including technical engineering, regulatory, compliance, and related expertise) in respect to assigned reliability regulations).

Externally represent and advocate for Hydro One’s business interests before various North American regulators, standards authorities, monitoring and enforcement authorities, and/or other external applicable authorities (including but not limited to OEB, IESO, IESO/MACD, CER, FERC, NERCC, NPCC, PEO, etc) in respect to the development of emerging new reliability-related laws, standards and other regulations, as well as material revisions to these. Delegate as appropriate.

Develop strategies and plans, and as endorsed, undertake Hydro One’s intervention applications with North American regulators and/or standards authorities, in the event that certain standards (in whole or in part) conflict with or present unacceptable adversity to Hydro One’s business interests; pursue improved outcomes for Hydro One.

Participate in, materially support and/or otherwise directly represent Hydro One in Regulatory (and if necessary, Legal) proceedings (including hearings), including but not limited to regulatory rate application, standards development and/or standards intervention applications. Direct the preparation of Hydro One staff to represent Hydro One as technical experts and/or hearing witness in respect to such proceedings. Directly undertake to represent Hydro One as a witness, as necessary.

Lead corporate program(s) to establish and leverage relationships with North American industry participants in support of Hydro One’s business interests by participating in, contributing to and influencing various external business and governmental forums and working groups (e.g. IESO Reliability Standards Standing Committee (RSSC) Member, Canadian Electricity Association (CEA) Electric Regulatory Advisory Committee (ERAC) group, North American Transmitters Forum (NATF), various NERC/NPCC Standards Drafting Teams, various regulators and standards authority forums and committees).

Sustain Hydro One’s appropriate and productive relationships with various external monitoring and enforcement authorities (e., IESO’s MACD, Professional Engineers Ontario) with the objective of minimizing Hydro One’s monitoring burdens and enforcement exposures.

Lead the identification, investigation, evaluation and reporting to the appropriate external monitoring and enforcement authority, and mitigate instances of Hydro One’s potential non-compliance with reliability regulations. Prepare, coach, and otherwise support various Hydro One management to represent each instance of potential non-compliance in appearances before the appropriate Hydro One governance, oversight and decision-making committees (e.g. Reliability Standards Compliance Committee).

On matters of extensive reliability issues, significant risks to Hydro One and/or Code or Conduct matters, engage with direct, or support collaborative corporate wide investigations in cooperation with Internal Audit, The office of Hydro One’s Ombudsperson, and the Office of the Corporate Secretary. As necessary, brief the chief Compliance Officer, and other parties, as appropriate. Direct the preparation, execution, and reporting upon mitigation.

On matters of reliability regulations, develop and direct corporate programs to proactively and regularly inform, advise, seek endorsement and/or actions from, and prosecute undertakings on behalf of, various executive leadership, governance and oversight bodies, including but not limited to the Chief Compliance Officer, the Reliability Standards Compliance Committee (RSCC), the Executive Leadership Team (ELT), the Corporate Ethics Office, as well as the Board of Directors, various Committees of the Board (e.g. Governance and Regulatory Committee (GTC)), and Internal Audit.

Serve as Secretary and Support the Chief Compliance Office as Chair for the executive-level, standards review committee RSCC. This includes preparation and provision of required material and implementation of the executive level decisions.

Act as Hydro One’s Market Participant Compliance Contact (MPCC) with the IESO’s MACD and other standards enforcement bodies as required, to understand and address any judgements, decisions and sanctions that could impact Hydro One.

In the pursuit of the above, direct and/or undertake the use, analysis, and derivation of sensitive corporate information (e.g. confidential, secret, Bulk Electricity Cyber System Information, reports of potential non-compliances, ETC.), and protect such information from inappropriate external disclosures and associated damages to Hydro One.

Support and/or lead specific initiatives as required (e.g. audits of various internal and external activities, benchmarking initiatives, major customer response/support).

Perform other duties as required

Required Education:

4 year University Bachelor Degree in Applied Science and Engineering

Desired Qualifications:

A professional engineer’s License (P.Eng) issues by Professional Engineers Ontario

Postgraduate studies and/or accreditation in such areas as Business, Law, Regulatory, and/or Audit

Required Experience:

Extensive experience in a wide variety of electric power system capacities, including engineering, power system planning, project management, operations, construction, logistics, and system sustainment.

Experience in business strategy, planning, operations and management, regulation and regulatory constructs, law and audit.

Experience leading teams of professional staff, including management, engineering and other subject matter professionals.

Extensive experience effectively interacting with and representing before executives and associated executive leadership teams, Boards of Directors and various committees of Board, external regulatory, legal and governmental bodies.

A period of 10 years is considered necessary to gain this experience.
