Job Function:

Manage the planning, scheduling, and coordination of all maintenance and capital work programs within their assigned District(s)/Territory(s) for both Distribution and Transmission Forestry Right of Way assets.

 

Job Duties:

      • Manage the planning, scheduling, and coordination of all maintenance and capital work programs within their assigned District (s)/Territory(s) for both Distribution and Transmission Forestry Right of Way assets.
      • Manage and coordinate the activities of all levels of staff in the Forestry Service. Monitor their safety, quality of work, quantity of work, timekeeping, conduct and cost effectiveness. Recommend appropriate positive feedback and recognition. Ensure discipline is maintained through monitoring of subordinate activities and take appropriate action. Participate in human resources issues in areas such as interviewing, selecting, evaluating and motivating staff. Supervise the administration of policies, procedures, applicable legislation and the collective agreement as required. Ensure that appropriate policies and procedures are adhered to and obtain guidance where necessary and provide interpretations for Forestry Services staff. Participate in the development of forestry policies and programs, as part of the Forestry Services management team, as required. Lead or participate in Forestry Services portfolio teams.
      • Participate in administering the Distribution and Transmission Forestry Technician program to ensure Forestry notification work is accomplished to establish standards.
      • Work with Provincial Forester, Customer Operations Managers and various stakeholders to develop and implement long term work plans that will have a positive impact on Health, Safety & environment targets, Transmission & Distribution system reliability targets, Customer satisfaction metrics, and maximizing shareholder value.
      • Work with Hydro One customers, Municipal Utilities, Ministry of Transportation, Ministry of Natural Resources, Fisheries and Oceans, First Nations and other stakeholders on matters pertaining to Vegetation Management. Negotiate on joint issues and influence these customers/stakeholders to adopt a course of action to one suitable to the interests of the customer and the Company.
      • Monitor Forestry operations through the review of Safety and work accomplishments, cost and reliability data and through field audits/assessments to ensure line clearing and chemical vegetation control meets established standards for Safety, cost and productivity targets,
      • Be responsible for provision of a wide range of Forestry related activities for both distribution and transmission assets, such as; customer demand work, minor and major capital, off cycle request, distribution cycle clearing, transmission line clearing, herbicide brush control, mechanical brush control, access road and bridge maintenance, helicopter  sites and emergency trouble response.
      • Monitor Field Technicians, Trades Supervisors and Hub Technicians to ensure work packages and accomplishment data are accurately input using various information systems and applications such as Forestry Management System, TLGIS, IREIS, transmission and distribution vegetation, asset condition assessments, off cycle requests, customer demand work, teranet base land data, distribution GIS, ORMS, GPS.
      • Assist the Forestry Superintendent by the monitoring of forestry operations through the review of accomplishments, data collection activities, cost and reliability data and through field audits/assessments to ensure line clearing and chemical vegetation control meets established standards.
      • Participate in cross-functional teams to implement new technologies and programs in the areas of work management, scheduling, asset planning and operations, customer relations, and information management within timelines.
      • Be responsible for the processes and technology improvements that facilitate the timely and accurate flow of work from identification, to assignment, to work execution, work reporting, and finally closure. Ensure these changes are done in a manner that the appropriate level of consistency and integrity are maintained throughout the Forestry organization.
      • Maintain corporate databases containing data relating to Forestry operations workflow, asset condition, equipment deficiencies, resource availability, work schedules, work reporting, work accomplishment status and maintenance history. Prepare and distribute scorecards and detailed reports for use by customer groups, namely Forestry Superintendents and Managers, Provincial Forester, Asset Managers and Financial Managers.
      • Direct Output Support to the Zone Manager - Provincial Forestry Services
      • Manage and effect change through the EH&S Managed System focusing on continual improvement in employee health and Safety performance including execution of rehabilitation strategies.
        • Assist and define 1–3-year resourcing requirements for a defined District(s)/Territory(s) and manage the mix of internal and external resources (including contractors) with respect to labor agreements;
      • Manage a skilled internal and external workforce to meet the resourcing requirements of the assigned Transmission and Distribution work programs. Ensure the workforce is mobile and capable of safely meeting the requirements of the TX & DX work programs
      • Manage the allocated portion (approx. $40 million) of the overall Zone work program per territory of approx. $6-8 million # labor resource and equipment assigned to the defined territory. Manage a labor resource compliment of approximately 25 to 75 staff per territory. Ensure work program is coordinated and completed in Safe, efficient and timely manner, adjust programs as required. Execute program to improve Safety, customer satisfaction, work execution efficiencies and ensure use of funds are appropriate.
      • Assist and support the Forestry Superintendent in managing and affecting changes in labor relations to ensure a more competitive environment; manage relationship with unions to ensure business goals and contracts are economically met and to achieve a competitive position in the internal and external competitive marketplace;
        • Ensure that appropriate training programs for all staff are identified, implemented and accessible, including assessing the workforce capability required to do the work Safely and efficiently; linking with the training department(s) to acquire the training needed
      • Support the development and establishment of systems to meet due diligence requirements and to ensure competitiveness of the workforce.
      • Manage and effect positive change in the execution of the Hydro One Customer Strategy
      • Collaborate with peers to support the Provincial Forestry Services business in driving change, improving relationships, and gaining efficiencies.

Direct Output/Delegated Direct Output

      • Define internal and external customer needs, ensuring completion of the assigned programs and establishing the right parameters for subordinates to fulfill Transmission and Distribution customer requirements; - support sales and marketing outreach, develop customer relationships and monitor customer satisfaction; manage relations with internal / external customers to ensure that contract commitments are successfully met;
      • Support the Forestry Superintendents with Hydro One Customer Strategy to ensure continuous compliance and monitor for continuous improvement; ensuring appropriate implementation and effecting change in our customer strategy to recognize changes in customer expectations.
      • Participate in each quarter#s Customer survey#s and ensure appropriate follow up is completed.
      • Manage Forestry Services relations with the Municipalities
      • (mayors, Parks Canada, MPP#s, MOEE, MNR, First Nations road authorities, and other agents of the municipality) that fall within the defined "territory" and within the Forestry Program responsibilities. Represent Hydro One Forestry Services through Interface with Customers at all levels as required including Local Associations, special interest groups and Municipal level associations. Represent Hydro One through interaction with external Utilities and Line Clearing companies.
      • Develop a collaborative two way relationships with unions to ensure the best interests of the company and employee are managed.
      • Manage the District/Territory Forestry Services work crews within Transmission and Distribution lines who implement the maintenance and restoration processes
      • Ensure compliance to business processes and support data requirements of business (Finance and Quality Assurance); ensure that all service quality indices are met by subordinate staff.
      • Respond to trouble calls and direct emergency response within the defined district/territory or Zone and maintain customer relationships; Support trouble response initiatives by providing resources to assist in restoration efforts on a zone/provincial basis. Recommend to Forestry Superintendent/Director/Coordinator when additional staff must be drawn from the variable workforce to fulfill a work requirement;
      • Minimize the risk of exposure and injury to the public resulting from the undertaken work; # Provide and maintain systems and infrastructure necessary to sustain the business; # Provide necessary equipment, material and information to carry out contract; Have appropriate managed systems in place to meet all due diligence requirements and to ensure effective management of the business.

Managerial Accountabilities - Direct Output

      • Manage the district/territory/technical Forestry portfolio and achieve the approved programs and results through, maintaining a team of subordinates who are capable of Safely producing the outputs required:
      • Support the effective framework of policies and procedures for the work of the portfolio. #  Know and ensure own and subordinates' compliance with all legal and regulatory requirements, and all corporate policies and procedures, and generally accepted practices relating to the work of the businesses.
      • Establish a two-way working relationship with subordinates and unions to solicit their views on conditions and potential changes affecting their work, and continuous improvement opportunities.
      • Maintain systems and infrastructure necessary to sustain the business.
      • Maintaining a team of subordinates who are capable of producing the outputs required:
      • Ensure subordinates are able and willing to Safely produce the desired outputs, and that subordinate Supervisors continually improve the processes for Safely achieving outputs.
      • Assess staff capability to Safely do the required work, now and in the future. Ensure development of staff to maintain and improve skills.
      • Conduct personal effectiveness reviews of subordinate Supervisors to build relationships and trust, and to improve effectiveness.
      • Mentor, coach, develop and counsel subordinates. In consultation with Forestry Superintendents recommend specific tasks for further development of subordinates. Develop and recommend subordinates for secession planning proposes.
      • Providing leadership to subordinates, so that they collaborate competently, and with full commitment, with each other in pursuing the goals set
      • Support the Provincial Customer Operations vision, goals and objectives into a direction, which guides the operation of the business. Communicate that direction to all staff.
      • In consultation with Forestry Superintendents recommend specific tasks for subordinates who are required to achieve desired results and/or to accommodate changes required within territory/district field and technical operations.
      • Communicate expectations regarding the collateral relationship among Supervisors.
      • Providing a Safe and Healthy work environment:
      • Support corporate Environment Health and Safety System initiatives including the implementation of new programs.
      • Provide subordinates with appropriate knowledge, skills, information, work procedures and equipment to facilitate responsible behavior which will protect their Safety and contribute to their health.
      • Support a work environment and facilities where health and Safety incidents are prevented. When incidents occur, minimize their impact and follow appropriate investigation methods focused on prevention and in such a manner that employees can contribute without the fear of reprisals.
      • Provide a work environment that supports and values diversity, and is free from harassment. Know and ensure subordinates comply with all legal and regulatory requirements, corporate policies and procedures, and generally accepted practices relating to their work.
