Job Function:

Oversee the life cycle management of operating technology solutions core to the transmission and distribution operations business of providing secure and economic operation of the transmission and distribution systems. Evaluate new or modified requirements of applications, infrastructure or architecture for operational needs. Oversee Engineering studies relating to use of field facing functions to ensure or confirm Information Technology (IT) infrastructure, operating tools and application accuracy, efficiency and reliability. Supervise staff, plan and organize work of staff, and provide guidance as required.

 

Job Description:

  1. Schedule, plan and assign work of staff with instructions, direct them on their problem areas and review their performance. Ensure that staff are cross trained to allow for appropriate coverage for vacations and unexpected days off from work. Maintain and develop training and development plans for staff including conducting one-on-one reviews. Assist in handling personnel matters including interviewing and selecting applicants for vacancies, following up on routine areas of concerns, and initiating recommendations on personnel matters.
  2. Oversee the review, checks and audits on daily work performance to maintain desired quantity, quality and accuracy levels. Interpret and ensure the proper application of the collective agreement, as it affects the rights, obligations and working conditions of union employees. Be responsible for the preparation and confidentiality of confidential personnel information relating to performance, conduct and capability of staff. Ensure safe work practices are being adhered to.
  3. Ensure associated work programs are delivered on-time, within budget and to specification, and are aligned with policies, standard practices and required level of quality. Track, monitor and report on spending for work programs. Provide recommendations to management on expenditures and overtime as well as prepare budgets and assist with investment planning.
  4. Lead the development of documentation, processes and version controls for mission critical and business critical applications or OT operations functions. Oversee complex changes, queries, and reports, including identification and resolution of issues. Contribute to the development and production of database updates, recommending changes needed to meet the business needs of users of system functions and reports.
  5. Provide technical advice and lead operations tasks for team's technology area with team members and other business units including customers. Contribute to projects for the development and expansion of advanced information systems and tools. In addition, provide technical leadership to such projects and/or teams.
  6. Provide technical specialist support for technology in place to ensure secure and valid system model and infrastructure for control room operations. Provide training and on-going sustainment support to ensure effective day-to-day operations with prioritized after-hours response is available and operations staff are supported.
  7. Contribute to projects for the development and expansion of advanced information and operations systems, tools and infrastructure. In addition, provide technical leadership to such projects and/or teams.
  8. Work with a variety of external parties to develop mutually satisfactory solutions to system applications or infrastructure and provide recommendations on power system modeling design and implementation.
  9. Lead the validation and promotion of data or implementation of modifications into staging and real time environments based on system changes. Schedule and coordinate modifications with other team members and key stakeholders. Plan and schedule model promotions or infrastructure changes over a longer term (up to one year).
  10. Review timesheets submissions, expense report submissions, vacation requests, change requests, software and hardware provisioning requests, access requests, purchase requisitions, and invoices. Confirm compliance with policy, and approve or reject submissions and requests as appropriate.
  11. Develop and maintain the operating technology Quality Management System (QMS) to ensure adherence with business needs, industry standards, security and regulatory requirements. The QMS shall be maintained to ensure on-going compliance.
  12. Ensure work practices are in alignment with industry and regulatory requirements. Lead and/or participate in internal and external audits as required.
  13. Develop framework, implement and oversee the development of detailed work procedures and systems.
  14. Perform other duties as required.

 

Selection Criteria:

Education:

  • Requires knowledge of basic science, physics, applied mathematics, computer science and engineering principles to carry out technical, economic, or analytical studies of the power system network model and use of tools in the real time operating environment.
  • Requires knowledge of system modeling tools, SCADA systems and engineering data.
  • Requires a good knowledge of English language and communication skills to communicate effectively with others and to prepare comprehensive technical reports. This knowledge is considered to be normally acquired through a four-year university education in an appropriate discipline. 1 year of further concentrated study related to power systems would be considered an asset.

 

Experience:

  • Requires extensive experience with electrical systems and equipment, system modeling tools and data, and power system operations, including SCADA systems.
  • Experience in understanding the need for and impact of information and data requirements on real time operations and ability to rapidly and accurately respond to the asset and customer information needs of operations staff and corporate groups.
  • Requires specific experience as applicable to the particular specialty of the group.
  • Experience will be related to the fields of secure operation of transmission and distribution systems, reliability, means of operation including control equipment, staffing and techniques and procedures for the practice of operating. Such expertise will be in the areas of design concepts as they relate to the functions and characteristics of power system components, analytical studies and the application of computer techniques to solving power system problems, familiarity with power system operation, practices and policies, network operating and system requirements, concepts of power system operation including technical features of equipment and facilities, high-tension transmission and distribution systems and interchange between systems.
  • Experience leading projects and teams is required. A period of over 8 years and up to and including 10 years is considered necessary to gain this experience.
