Hiring salary range: $113,815 - $147,290 / year

Job Function:

Responsible for setting &/or meeting targets, developing programs and monitoring the continuous improvement of operations & staff performance. Ensures the administration of procedures, applicable legislation and the collective agreements are met. In conjunction with corporate guidelines develops and monitors short term & long term safety programs. Plans, organizes and assigns work to staff as well as develops, implements and maintains adequate work methods, procedures and standards as required. Monitors work progress and ensures appropriate tools, equipment, etc are available to meet work program needs and maintained in proper and safe working order. Manage the deployment of TWE within the unit (assigned part of a zone) to ensure optimum utilization of equipment. Administers and controls contract work in the work unit. Reviews work methods, ensures appropriate training where appropriate for staff. Arranges installation, commissioning activities and provides on site supervision as appropriate. Develops, maintains and enhances customer relationships through direct contact both internally and externally. Manage various technical & non technical support staff, as required. 

 

Job Description: 

  1. Provide leadership, direction, coaching and counselling to staff involved in all facets of the execution of , protection and control, station maintenance (including electrical, mechanical and civil trades and various technical support), work within the unit. Supervise, plan, organize and schedule the work of a diverse group of staff. Allocate work, staff and other resources to supervisors or staff as required, providing instruction and guidance as necessary. Review workload performance through reporting systems and by observing the overall effectiveness of the work groups and take steps to initiate corrections required. Provide strategic human resource/labour relations management within the work unit including interviewing and selection of appropriate job candidates and acting as the contact supervisor for union issues. Be responsible for human resources/labour relations promotion, demotion, transfers and discipline etc.
  2. Direct account ability for the cost effective, timely completion of the work program, organizing resources, as necessary for maximum effectiveness. Modify the program to meet changing conditions. Monitor program costs and take actions, as necessary to respond to/minimize variances. Review existing methods, procedures and accomplishments and analyze costs to recognize means for increasing productivity and effectiveness. Take action to implement required changes.
  3. Prepare annual safety program using Hydro One and Business Unit material as well as meeting local needs. Monitor effectiveness of the program by observation and review of incident reports. Participate/lead accident/incident investigations, as required and initiate actions required to correct deficiencies. Ensure completion of or conduct safety analyses to identify and safeguard hazards for jobs not covered by established procedures. Ensure identifications of hazards and appropriate barriers to all associated work units and advise Supervisor as required.
  4. Determine various technical, labour and scheduling requirements of assigned projects collaborating with various departments and resources, as required to incorporate into Unit work program. Provide guidance, as required on projects to ensure adherence to contract conditions.
  5. Interpret and implement standards, procedures and work strategies for commissioning, maintaining or modifying station equipment. Recommend and/or participate in the development of policies, objectives, procedures and strategies. Ensure that proper work methods and procedures are followed.
  6. Review/evaluate protection and control and station facilities within the Unit to identify requirements, make recommendations and eliminate deficiencies. Monitor the maintenance activities of customers connected to the transmission & distribution system to ensure their compliance with standards, as prescribed by the Asset Manager/Regulator.
  7. Review programs, plans, methods and procedures for costing and technical evaluations. Evaluate performance and productivity in the work groups. Improve methods and procedures to enhance effectiveness and efficiency within the work groups and/or recommend improvements or changes in staff complement to Manager. Develop formal productivity programs and implement, achieving committed savings targets.
  8. Manage the deployment of T&WE within the unit to ensure optimum utilization of equipment within the unit. Ensure that the appropriate equipment is available/maintained to perform the work. Coordinate additional equipment requirements with rental tools and/or Fleet Services.
  9. Ensure work group schedules are prioritized and scheduled to align with the business unit priorities.
  10. Coordinate the needs of assigned work groups with those of others within the zone or other agencies. Ensure a high level of co-operation.
  11. Monitor and provide training for Unit staff in safe and effective work practices and procedures. Ensure that staff are trained in core and specialized areas in order to meet the requirements of the Unit.
  12. Arrange for installation and commissioning as required. Address deficiencies to meet productivity targets. Evaluate needs, recommend and justify the purchase of test instruments, tools and work equipment required to perform protection and control and station maintenance work activities.
  13. Represent the zone on protection and control, station maintenance matters by participating in and being responsible for numerous activities and problem solving exercises involving other business units/departments and outside suppliers, customers and regulatory authorities, etc.
  14. Maintain Customer relationships through direct contact with external customers in the assigned geographic area. Continuously seek out and capitalize on opportunities to improve Customer satisfaction.

 

Managerial Accountabilities

Manage the unit and achieve the approved programs and targeted results through:

Maintaining a team of subordinates who are capable of producing the outputs required:

  • ensure subordinates are able and willing to produce the desired output, and that subordinate managers continually improve the processes for achieving the outputs
  • assess staff capability to do the required work, now and in the future
  • conduct personal effectiveness reviews of subordinates managers/specialists to build relationships and trust, and to improve effectiveness
  • mentor and counsel subordinates-once-removed

 

Accountability for the outputs of others:

  • set the appropriate context for subordinates (i.e. corporate strategies and policies, accountabilities, tasks, budget and programs, compliance and performance targets, expectations for continuous improvement, etc.)
  • set an effective framework of policies and procedures for the work of the unit
  • know and ensure own and subordinates’ compliance with all legal and regulatory requirements, and all corporate policies and procedures, and generally accepted practices relating to the work of the unit
  • establish a two-way working relationship with subordinates to solicit their views on conditions and potential changes effecting their work, and continuous improvement opportunities

 

Providing leadership to subordinates, so that they collaborate competently, and with full commitment, with each other in pursuing the goals set:

  • translate the corporate goals and objectives into a direction which guides the work of the unit
  • communicate that direction to all staff
  • define specific tasks for subordinates which are required to achieve desired results and/or to accommodate changes required within the business operations
  • communicate expectations regarding the collateral relationship among subordinates

 

Providing a safe and healthy work environment:

  • provide subordinates with appropriate knowledge, skills, information, work procedures and equipment to facilitate responsible behaviour which will protect their safety and contribute to their health
  • provide a work environment and facilities where health and safety incidents are minimized
  • provide a work environment that supports and values diversity, and is free from harassment
  • know and ensure subordinates comply with all legal and regulatory requirements, corporate policies and procedures, and generally accepted practices relating to their work

 

Demonstrating stewardship of the assets and resources:

  • ensure every reasonable precaution is taken for the protection of subordinates, the environment and the assets
  • provide for security of human and physical resources, including information
