Job Function:

Conduct operations research, technical/economic/environmental/business/regulatory impact assessments and other specialized technical/business studies to determine transmission/distribution customer/system needs; analyze problems, develop strategies, alternatives and preferred solution; and facilitate delivery of solution through suppliers and service providers. Participate in the development of and prepare programs, processes, technical/operational/business standards, procedures or methods related to the management of transmission/distribution assets. Participate in the monitoring, controlling and redirection of major programs and complex projects during the execution phase. Co-ordinate activities with Service Providers. Participate in the preparation of business cases for the management of transmission/distribution assets. Represent the unit on discussion and negotiation with customers, stakeholders, regulatory authorities and suppliers.

 

General Accountabilities:

  • Conduct operations research, technical/economic/environmental/business/regulatory impact assessments, and other specialized technical/business studies to determine transmission/distribution customer/system needs; analyze problems, develop strategies, alternatives and preferred solution; and facilitate delivery of solution through suppliers and service providers. Receive assignment from supervisor in broad terms on specific problems related to assigned area of work. Research available resources and contacts and, propose effective recommendations to improve performance. Recognize areas requiring action to avoid problems.
  • Monitor, control and redirect major programs and complex projects during the execution phase. Co-ordinate activities with Service Providers and stakeholders. Resolve issues through negotiation with the Service Provider and customer. Prepare comprehensive reports and specifications, and present recommendations to resolve issues, producing necessary documentation, as necessary.
  • Participate in the development, definition and preparation of programs, processes, technical/operational/business standards, procedures or methods, including risk management and costing, related to the management of transmission/distribution assets. Provide guidance to and work with, other interested groups in the implementation of recommendations.
  • Participate in the preparation of business cases for the management of transmission/distribution assets. Be responsible for the preparation of contract specifications and awards and provide necessary technical direction to service providers. Monitor service provider performance, provide redirection as required, and authorize payment. 
  • Represent the unit on discussions and negotiation with customers, stakeholders and suppliers. Be a technical resource and consultant on transmission/distribution asset management matters. Promote acceptance to corporate proposals and generally work to ally fears, overcome resistance and otherwise contribute towards securing, protecting and advancing objectives. Liaise with other internal work groups, divisions and outside interests.
  • Contribute to the development of the business plan and regulatory submissions. 
  • Maintain an awareness of advancing technology developments in business/transmission/distribution equipment and systems.
  • Work with Service Providers to ensure capabilities to perform required works, negotiate contracts and performance initiatives, monitor and redirect work as required, and provide and evaluation of the contracting process for continuous improvement. 
  • Provide technical guidance to others as required, assist in resolution of work problems and train new staff in job responsibilities.
  • Perform other duties as required

 

Selection Criteria:

Essential Knowledge

  • Requires knowledge of engineering science, business administration, electrical power systems and equipment relating to transmission stations assets.
  • Requires experience of the electrical power system operational and business requirements, policies, practices and procedures governing transmission stations assets.
  • Requires broad experience related to the design, performance, commissioning, operation, and maintenance of transmission station assets.
  • Requires the ability to adopt a long range, strategic viewpoint while also demonstrating a close attention to detail when necessary.
  • Requires the ability to initiate contact with various groups and explain proposals, explore alternatives, articulate concerns, collaborate on designs, and discuss estimates, actual costs, performance, and responsibilities.
  • Preparing evidence related to sustainment asset plans & processes required for regulatory rate hearings or other OEB hearings.
  • Requires mathematics, information technology, analytical studies related to the application, design and performance of the transmission system.
  • Must have good working knowledge of the Hydro One Investment Planning and Accounting systems and processes.
  • Familiarity with SAP and Asset Analytics
  • This knowledge is considered to be normally acquired through the completion of 4 years of University training in the appropriate subjects (Grade XII plus 5 years).
  • Consideration will also be given to candidates with extensive field experience in Transmission Stations.
  • Excellent analytical, written and oral communication skills.
  • Experience with the planning and execution of maintenance work on stations assets.
  • Demonstrated team player, organization and planning skills; ability to work in a project environment, interfacing with experts, as well as customers, field staff and the project leader.
  • Willingness to travel to field locations and customer sites.
  • Requires a high degree of professionalism, initiative, self-motivation and independence in carrying out tasks.
  • Requires sound knowledge of the theories and principles relating to business methods, processes, including change management techniques. This is normally considered to be acquired through at least 8 years of relevant progressive work experience.
  • A period of over 8 years and up to and including 10 years is considered necessary to gain this experience
