Job Function:
Perform High Potential (Hipot) and Partial Discharge (PD) test and analysis on newly installed or in service High Voltage power equipment to determine equipment condition and repair requirements. Utilize other test equipment to evaluate the condition of power equipment, as required. Participate in the development of test standards, field test procedures and methods and equipment design to facilitate improvements for operational purposes. Participate in the development and delivery of high voltage test training and standards, field test procedures and methods and equipment design to facilitate improvements of operational purposes. Act as a single point of contact for field resources in regards to specialized testing. Maintain test equipment and perform field repairs or obtain oil samples for gas and other chemical analysis as required.
Job Description:
- Perform high potential withstand (hipot) and partial discharge (PD) testing (including online testing) and analysis on newly installed or in service high-voltage equipment and apparatus including but not limited to gas insulated switchgear (GIS), metalclad switchgear, medium voltage cables, CVT’s and coupling capacitors, auxiliary equipment, and power transformers to evaluate service condition and repair/replacement requirements. Perform thermovision imaging as needed.
- Receive work assignments and general test requirements from supervisor for testing-on equipment located throughout the province. Contact appropriate zone personnel as needed to discuss work requirements, arrange needed resources, schedules and outages.
- Study and assess site conditions, develop test plan, and determine best methods to be utilized during test, and ensure all appropriate safety regulations and precautions are being followed. Review isolation points to ensure safety requirements have been met.
- Brief crew supervisor/crews to assist in the work operation, ensuring their cooperation and compliance with technical/ safety requirements and standards and inform of anticipated events when apparatus is energized for testing. Set up equipment, energize apparatus and carry out required tests, while technically directing the work activity of crew through crew supervisor.
- Record data, perform calculations, analyze, interpret results and draw conclusions as to the condition of the equipment. Approve equipment for return to service or recommend removal from service. Refer test result to technical services or engineering for review as needed.
- Represent test results in graphic, tabular and other appropriate forms and prepare a test report for supervisory review. Test report to include but not limited to equipment identification, test procedure, test results and activity log.
- Perform electrical tests on newly installed high-voltage equipment prior to being placed in service to determine suitability from an insulation viewpoint. #Perform other complex tests on electrical apparatus and associated equipment using specialized equipment and procedures as training allows, as required.
- Participate in the development of insulation test standards, new field procedures/methods and equipment design, as assigned by Supervisor or Engineer. Discuss test methods, procedures, techniques and/or designs under development with involved/interested parties.
- Contact local company or customer personnel to arrange details regarding scheduling, outages and staff assistance. Ensure that safety regulations/precautions have been adhered to, set up equipment, and carry out experimental test method as required. Modify the experimental test method to best advantage and develop on-site procedures, techniques which best serve the purpose. Record and study test results to generate further enhancements to test methods.
- Maintain associated equipment/apparatus and carry out or make arrangements for emergency field repairs, as necessary.
- Check isolation points and ensure that safety standards have been satisfied.
- Develop test methods, improvise and modify field procedures and techniques, as necessary.
- Conduct various technical training sessions for Stations Services pertaining to tests on electrical apparatus and associated equipment using specialized equipment and procedures, as required. This training includes but is not limited to tests such as insulation, SFRA, dewpoint testing, ratio testing, breaker timing, etc. on in-service high-voltage equipment, including transformers, circuit breakers, CVTs and coupling capacitors, auxiliary equipment, etc., to evaluate and determine service condition and repair/replacement requirements. Utilize theoretical and practical application for instructing trainees and other staff including trades, technician and technologist employees.
- Receive assignments and outline of requirements from Supervisor. Perform necessary field and office research. Maintain an awareness of the continuing development in training personnel and keep abreast of the changing pace of modern technology.
- Work with staff to solicit professional and practical views and suggestion for inclusion in lessons. Prepare and update lessons according to findings. Submit draft copies to Supervisor for approval and incorporate modifications as instructed. Arrange for the production of lesson material and distribute and retain copies as required.
- Instruct personnel in the field and classroom, in various worksites. Present material and ensure that personnel have an adequate understanding of what is being presented and that learning has taken place. Prove through established feedback methods that the lessons have been completely presented.
- Supervise trainees and others on a continuing basis during their field and classroom training. Assign work with instructions and direction as deemed necessary. Provide advice and guidance during progress and assist in resolving problem areas or clarifying instructions not readily understood. Review work assignments during progress as necessary and check work upon completion of assignment. Maintain order in the classroom field training locations. Advise Supervisor of any problems.
- Work with others in developing training aids to enhance presentation of lessons. Develop in Power Point, Word, Visio and Excel and arrange for photographic, scanning and/or printing services as required to produce copies, CDs, slides, transparencies, videos and the like. Establish and maintain an inventory of illustrative materials or teaching aids for reuse or future application.
- Visit Company locations across the province to observe equipment in operation and the methods, techniques and procedures in practice under current modes of operation, in order to be familiar with new and modern equipment and methods.
- Maintain comprehensive records of individual participant attendance, achievement and progress in training. Provide assessment information in this respect to supervisory staff responsible for the total progress and development of trainees and other personnel in training.
- Perform other duties as required.
Education: - Requires a knowledge of electrical theory, power apparatus and power systems to perform insulation tests on a variety of high-voltage station equipment.
- Requires a knowledge of insulation theory, specifically partial discharge (PD) testing in order to mitigate external PD sources, corona and noise to achieve sufficient sensitivity during the test, analyze and interpret test results, draw proper conclusions and advance appropriate recommendations.
- Requires a knowledge of mathematics to perform allied calculations and technical writing to prepare clear and concise reports. This knowledge is considered to be normally acquired either through the successful completion of Grade 12 or equivalent plus a three-year course of concentrated study in the appropriate electrical technologist subjects obtained in the Community College or by having the equivalent level of education and/or combined relevant experience.
Experience : - Requires accumulated practical experience conducting partial discharge testing. Must be capable of setting up and carrying out the required partial discharge testing on associated high voltage power equipment.
- Requires knowledge of electrical utility practices to be aware of the problems and precautions associated with the removal of equipment from service. Requires experience in applying insulation theory to practical application through analysis and interpretation of test results.
- Requires experience to be familiar with station locations and equipment, field safety practices and standards, tests performed and test equipment used, procedures, methods and contacts.
- Requires experience to be familiar with associated procedures, processes and routines.
- Requires experience in field/laboratory testing.
- Requires experience with associated electrical procedures, processes and routines.
- Requires experience with computer applications and teaching techniques to prepare and teach lesson materials to the field. A period of six years, up to and including eight years is considered necessary to gain this experience.
