Job Function:
Assist line organizations in the planning and implementation of environmental programs. Provide liaison with government agencies, private individuals and companies as it pertains to environmental concerns. Be familiar with applicable legislation and participate in promoting its proper application. Utilize various record systems. Prepare and present environmental/health/safety training programs. Prepare instructional/information material and present to internal/external groups as assigned. Monitor the progress of external contractors
General Accountabilities:
- Perform activities associated with the support and implementation of environmental programs throughout the province of Ontario to a range of internal client groups.
- Provide interpretation, advice and guidance to line organization personnel relative to environmental legislation, chemical and waste management as it affects the workplace. Examples of such legislation are OHSA, Environmental Protection Act, Transportation of Dangerous Goods, etc.
- Assist asset management in the implementation of environmental programs. Examples are land assessment and remediation, waste and PCB management, emergency preparedness and incident response.
- Assist in the coordination of secure storage and safe disposal of hazardous materials.
- Perform analyses and prepare documentation of workplace elements, as deemed necessary to meet government and corporate requirements.
- Prepare and present environmental/health/safety training programs to line organizations as assigned. Provide instruction and evaluate candidates progress against standards and provide certification upon completion of training, as required.
- Liaise with appropriate government ministries' staff, such as: MOE, MOL, MOT, Environment Canada. Relate to appropriate line organizations.
- Ensure proper systems and documentation to satisfy legislative and corporate requirements are in place throughout the line organizations.
- Perform local assessments (e.g. compliance reviews) and participate in formal audits and quality assurances as required, make recommendations and ensure follow-up.
- Prepare and present instructional/informational material. Make presentations with respect to environmental/health/safety issues to internal and external groups as requested.
- Assist in the development of contingency plans to deal with emergency situations such as fires, spills, etc.
- Act as a resource person in environmental/health and safety incident investigations, as required.
- Act as a resource person in monthly environmental/health and safety meetings as requested.
- Utilize computer software related to environmental/health/safety issues.
- Monitor the progress of external contractors for compliance with contract specifications. Document contractor performance and report deviations to the Contract Administrator.
- Perform other duties as required
Selection Criteria:
- Requires a knowledge of chemistry and environmental management related to the handling of chemicals and chemical wastes.
- Requires a knowledge of occupational health and safety policies and environmental issues relating to the workplace and workplace hazards.
- Requires a knowledge of English to communicate effectively with personnel regarding environmental issues and to be able to give effective presentations.
- Requires a knowledge of technical report writing to prepare clear and concise correspondence and reports.
- Requires experience and exposure to equipment, use and procedures.
- Requires experience to gain an understanding of the use and handling of chemicals and chemical wastes and the relationship to environmental concerns of staff and public.
- Requires experience to be familiar with the interpretation and practical application associated with various environmental/health legislative requirements.
- Requires experience to perform local assessments and participate in formal audits and quality assurances and to prepare related reports. Requires an understanding of occupational health and safety practices and procedures
- This knowledge is considered to be normally acquired either through the successful completion of Grade XII in a Secondary, commercial or Technical School plus a two-year course of concentrated study in environmental studies obtained in the Province of Ontario from a College of Applied Arts and Technology, Polytechnical Institute or Community College or by having the equivalent level of education.
- A period of up to three years is considered necessary to gain this experience.
