Job Function:

Candidate will need experience in DX Lines and or DX Design or Metering, as well as a commitment to learn either function if they do not have experience in both. This position requires a significant amount of travel (Usually small fixed wing aircraft) and overnight stays (in Hydro Owned housing) across remote communities in Northern Ontario. Previous experience working in Northern communities is preferred. Primary job function include but are not limited to the following:

  • Supervise crews of staff including, line maintainers, distribution, engineering technicians, metering technicians and support staff, including Union Trades Supervisor # Level 2.
  • Supervise contracted forestry and meter reading programs. Monitor the performance of staff, administer policies, regulations, procedures and the CollectiveAgreement.  
  • Assess, plan and schedule the work of the crew. Ensure that the crew has availability of appropriate tools and materials by expediting the delivery from suppliers. Ensure that the crew carries out the assigned tasks safely.
  • Respond to staff's technical concerns and provide assistance to Design Construction and Asset Management group.
  • Assess, plan, budget and schedule section work. Provide necessary data and reports on section activities.
  • Assist in maintaining a high level of public and employee relations.
  • Ensure that staff are adequately trained.
  • Provide necessary data and reports on section activities.
  • Administer TWE program for business, coordinate the transportation of all staff and equipment to manage and find efficiencies to Remote sites Line/Customer Services & Scheduling Supervisor

 

Job Description:

1. Supervise staff composed of line maintainers, distribution technicians, metering technicians and support staff including Union Trades Supervisor - Level 2.

  • Monitor work performance of staff in such areas as safety, quality of work, quantity of work, cost efficiency, timekeeping and conduct. Assist in the administration of Sick Leave Plan by reviewing employees' frequency of absenteeism due to sickness and ensuring that correct procedures are followed, e.g. doctor's reports obtained and assessments of workers' fitness reports made.
  • Ensure appropriate on the job corrective action; recommend to supervisor further disciplinary action. Develop, appraise and motivate staff. 
  • Respond to employees' concerns and problems.
  • Assist Manager in handling personnel matters by interviewing, selecting and evaluating applicants for job vacancies. On occasion, supervise temporary staff consisting of supplementary, hiring hall, developmental summer students and technical college students. Manage contracted forestry and meter reading programs.

2. Ensure that appropriate time changes are input either directly or through the pay operations center. Ensure distribution is complete and errors corrected.

3.Administer policies, procedures and the collective agreement as required. Be familiar with appropriate policies and procedures and obtain guidance where necessary and provide interpretations in the course of supervising the crew. Ensure all appropriate legislated regulations are adhered to. Communicate department objectives effectively to the crew.

4.a) Review work by determining manpower requirements, conditions, tools required, skills required and materials available to carry out the work. Administer work in accordance with assessments provided by condition reporting, equipment monitoring, test and other diagnostic procedures. Ensure there is sufficient technical information to complete the work. Recommend to Manager the appropriate measures to complete the work in a timely and efficient manner. Pass on pertinent information to the Design, Construction and Asset Management group. Coordinate the work activity with other disciplines and contractors.

b) Carry out assessments and make recommendations to assist long term maintenance program development. Provide expertise regarding staff/contract resourcing, material requirements, safety considerations, methods and procedures. Identify and establish co-ordination requirements with participating work disciplines; provide functional guidance and direction to other supervisors and work groups pertinent to all matters of work assessment, including safety, resourcing issues and scheduling.

5.Assess, plan and schedule distribution work, including the forestry program and lines maintenance. Based on future needs establish annual work program, prepare budget, monitor program status and report progress. Assign appropriate portions of work program to subordinate supervisors. Develop and implement changes in program to meet changing conditions. Review priorities and resources and take appropriate action to meet needs. Coordinate activities with internal and external forces, frequently requiring a high degree of diplomacy. Administer work management system.

6.Coordinate trouble calls and unplanned lines maintenance.

7.Coordinate program to meet requirements of applicable regulations, including Electrical Safety Authority Reg. 22/04, and oversight of Joint Use policy and related agreements.

8.Ensure crew carries out assigned tasks in a safe manner through established key safety effectiveness areas and associated objectives. These include but are not limited to: perform formal Job Safety Analysis; Ensure safety meetings are carried out for all members of the crew on a regular basis; Ensure crew is aware of all recognized hazards, knowledgeable in use of protective equipment and using safe work procedures. Initiate corrective action when safety deficiencies occur. Assist in developing safe work procedures. Carry out field investigations on accidents and report to Manager.

9.Assign Work to Crew. Ensure unplanned high priority work is addressed in accordance with work planning and procedures. Discuss work assignments and schedule with staff, highlight problem areas and provide direction on job procedures. Ensure staff have the necessary trade related training, experience, qualifications and knowledge in order to carry out the tasks. Identify and recommend further training as required. Act as the Controlling Authority for all distribution system work protection.

10.Monitor work in progress. Periodically visit job site locations and make direct contact with staff to ensure safe work procedures are in use, safe conditions exist, staff conduct is acceptable and the quality and quantity of work is up to expectations. Initiate corrective action where necessary.

11.Provide necessary reports to the Manager, both verbal and written, on equipment conditions, work in progress, personnel, materials and job activities. Initiate document changes to distribution systems and equipment as a result of work performed by the crew. Estimate, monitor and close work orders; providing the required work accomplishment and financial data. Be accountable for work accomplishment and cost variance explanations.

12.Ensure availability of appropriate tools and materials. Initiate their procurement and when necessary expedite the delivery from suppliers to ensure appropriate levels of materials and supplies are available to meet work program needs. Ensure tools and equipment are in good working condition and arrange for maintenance as required.

13.Respond to staff's technical concerns. Discuss work related technical problems, as identified by the staff, to determine necessary course of action.

14.Ensure that new work methods and equipment are effectively introduced to the crew. Develop procedures and instructions on .equipment and tools as required. Make recommendations for changes in work methods and equipment.

15.Plan, administer and monitor outside contractors and resources in support of lines, meter reading, forestry, and technical services. Decide work to be contracted, arrange tenders and recommend awards. Routinely monitor work in progress, check for quality and safe work practices and take corrective action where necessary. Check progress invoices and recommend payment.

16. Monitor and assess the work of supplementary, developmental, clerical and Hiring Hall staff, and ensure that assignments are completed as required, providing instruction, guidance and training.

17.Coordinate work schedules across the business to manage and find efficiencies in the transportation of staff and equipment through regular meetings with the FLM Generation, Maintenance & Operations.

18.Administer TWE program for the business, and ensure appropriate tools, and transport and work equipment to meet work program needs are available and maintained . Take action to ensure the security of equipment under section responsibility.

19.Plan and administer customer service support related to distribution system, including new connections in accordance with applicable customer policies. Ensure that First Nation Band Councils and Housing Authorities are aware of connection requirements, and negotiate payment in advance of connection activities. Maintain cordial relationships with local First Nation Band Councils and Local Service Boards, while ensuring that Hydro One Remote Community requirements are met.

20. Coordinate and administer field support for customer billing, and community collection trips, including ensuring staff access to First Nation communities. Coordinate and administer field support for conservation and demand management activities.

21.Liaise with public. Deal with public in reactive and proactive stance to arrange optimum effectiveness of section operation. Negotiate and influence internal and external stakeholders to protect Hydro One Remote Community interests. Maintain cordial and productive relationships with First Nation community leaders, contractors, the Electrical Safety Authority and Joint Use tenants.

22.Perform other duties as required.
