In this role, you will champion high‑energy concepts and advance the organization’s commitment to ZERO by promoting psychological safety, human performance, and strong Health & Safety outcomes through the development, implementation, and continuous improvement of corporate and line‑of‑business programs, policies, and procedures. You will support the Manager, Health & Safety Management Systems and Lines of Business by providing senior technical expertise, strategic guidance, and oversight, including interpreting legislation and corporate policy, adapting global best practices, and analyzing H&S risk data to forecast trends and provide actionable insights to senior leadership. The role drives safety initiatives, assesses compliance, governs H&S information systems, liaises with external agencies, prepares corporate and business‑level reports, and serves as a subject matter expert for investigations, special projects, and multidisciplinary initiatives in support of business continuity and safety excellence.

 

 

Job Function

 

  • Provide health, safety and environmental management support to the Corporation and to lines of business to achieve optimum performance.
  • Interpret legislation and corporate policy and develop and line of business approaches to safety and environmental matters.
  • Provide long term trend predictions and assessments based upon incident and accident investigation to senior managers within the Corporation.
  • Research and adapt worldwide studies for corporate use.
  • Develop policies, procedures, standards and specifications designed to protect employees, the public and the environment.
  • Participate and deal with potential problem areas enabling the business to move forward in the competitive environment.
  • Supervise staff engaged in the environment, health and safety function as well as advise staff and LOB management not within the HSE LOB on compliance & regulatory items.
  • Plan, schedule, organize and assign work to ensure that quality and accuracy of work are maintained and on schedule.
  • Provide advice, guidance and direction to staff in the resolution of work-related problems, as well provide clear expectations and performance measures.
  • Provide leadership through demonstration and response to staff requirements to achieve targets and quality objectives.
  • Manage the budget within the line of business, approve expenses, overtime, timesheets and vacation for rotational staff.
  • Make effective recommendations on human resource issues, including career counselling, hiring, discharge, discipline and resolving work performance problems.
  • Manage and advise all levels of staff on HSE items.
  • Support the Manager in operating the functional/staff authority with respect to the overall Hydro One and subsidiaries management system for Environment & Health and Safety.
  • Provide consulting and compliance related services to the Corporation regarding the aspects of responsibility, setting up quarterly work objectives, programming, assessment and corrective action.
  • Serve as a champion/advocate for specific Environmental & Health and Safety initiatives by influencing their direction and promoting them within the Corporation.
  • Attempt to ensure that corporate and legislated health, safety and environment requirements are complied with, escalating the issue to ensure compliance, if necessary.
  • If need be report and deal with non-compliance.
  • Provide compliance checks on the delivery of initiatives and evaluate progress versus plan.
  • Contribute to the development, implementation and management of Environmental Health and Safety processes for the Corporation.
  • Administer the environmental, health, and safety programs for the Corporation, including activities such as environmental, health and safety education, collection, analysis and distribution of Environmental & Health and Safety performance data, audits, etc..
  • Monitor specific regulations, legislation and corporate policies in the area of health, safety and environment provincially federally and beyond. Deal with external agencies to develop suitable outcomes on behalf of Hydro One.
  • Develop, recommend and coordinate the implementation of Corporate and line of business policies relating to environment, health and safety.
  • Work in conjunction with line management to establish same within the framework of government legislation and corporate policies and excepted best practices (per compliance reviews & benchmarking).
  • Participate with other staff in development of work procedures and methods in the area of situational awareness and on the job risk assessment to minimize environmental & health and safety hazards to all staff.
  • Provide environmental & health and safety expertise to the development of maintenance activities and work plans used by all management and supervisory staff to minimize hazards.
  • Provide advice and guidance on policy and practices, including assisting all management and supervisors in advocating responsibility for influencing and convincing line management of appropriate actions for excellent environmental & health and safety management.
  • Implement and maintain and provide governance for information programs for management and field staff to adequately measure, monitor and report on environmental & health and safety incidents spills.
  • Provide statistics to all parties as needed. Perform analysis and support management staff in anticipating new potential problem areas and prevent recurrences.
  • Participate in the development of required records and information systems and ensure all records are maintained adequately and accurately.
  • Plan, initiate and support the implementation of computerized databases and management systems to aid in the measuring, monitoring and reporting of such Environmental & Health and safety matters and other statistical data pertinent to the environment & health and safety.
  • Support the development of investigation methodologies using root causes and human factor analysis for environmental, health and safety incidents in the Corporation as required, applying the systems approach including detailed analysis where required.
  • Follow-up to ensure recommendations are acted upon and report to client or Vice president level where concerns exist.
  • Keep management informed of health and safety / incidents as they occur. At as a liaison with external agencies/ government ministries to mitigate any damages or liabilities associated with these events.
  • Coordinate environmental & health and safety consultative services, as requested by line management, to provide the latest information on aspects of industrial hygiene, ergonomics, hazardous agents, designated substances control, waste and spills management, PCB's, pesticide use management, secondary land use issues, electric and magnetic field effects, environmental legislation and specialized health and safety matters.
  • Work with the public, councils, government agencies and others on Corporate and line of business environmental safety, and health matters.
  • Work with these agencies to positively resolve controversial situations that may arise.
  • Make representations to these organization/groups, inform and educate as necessary about Hydro One and its subsidiaries’ health and safety policies, programs and procedures that impact directly or indirectly upon them.
  • Persuade local governments and government agencies to change legislation, by-laws and regulations when necessary to facilitate the company’s operations and maintain environmental, health and safety requirements.
  • Lead and/or facilitate multidiscipline teams.
  • Lead and/or support compliance review process, investigations, special projects or studies in specific environmental & health and safety technical and managerial matters with the various lines of business within Hydro One and its subsidiaries.
  • Work with Health Safety and Environment staff via the Network Services Health, Safety and Environment Department on: Corporate health and safety policies, coordination of contacts with Federal and Provincial agencies with respect to legislation; or other regulatory items, such as changes or requested input to new or existing legislation.
  • Provision of technical expertise in systems environmental, health, safety and behavioural safety management; environmental, health and safety services; provision of technical expertise in environmental, health and safety management systems.
  • Keep abreast of the latest developments in environmental, health and safety management and recommend changes in corporate wide environmental & health and safety strategies to incorporate such developments where applicable.
  • Produce both corporate and line of business level reports relative to environment, health and safety.

 

Selection Criteria:

  • Requires 8-10 years’ related experience.
  • Requires knowledge and experience implementing/maintaining health and safety management systems, and best practices.
  • Requires knowledge of and experience with the development and management of high-energy concepts, Human Performance programs, management of health and safety risk, psychological safety and management of health and safety continuous improvement programs.
  • Requires knowledge of and experience with health and safety management in the electrical utility context to apply theories into practice and to be familiar with common risk areas. 
  • Requires a good knowledge of English for effective communication with staff and the preparation of reports.
  • Formal H&S Related education and / or certification is strongly preferred
  • Requires experience with relevant techniques, technologies, practices and procedures, as well as inter-relationships with internal and external groups.
  • Requires experience with the administrative aspects of the role, including developing training programs, planning, scheduling, organizing work and methods, and managing both supervisory and managerial responsibilities.
  • Proven leadership skills with the demonstrated ability to negotiate, influence and collaborate with individuals at all levels of the organization to achieve continuous improvement objectives.
