Job Function:
Coordinate and participate in cost allocation, rate design development and impact assessment for Transmission and/or Distribution rates. Support the Regulatory function in seeking rate approvals. Provide support to other lines of business to implement approved rates. Provide guidance and direction on cost allocation and rate design to internal and external stakeholders. Represent the Company on forums, relevant work groups, dealing with Transmission and/or Distribution pricing and market related matters etc.

 

Job Description:

  1. Develop, maintain and implement cost allocation and rate design models used in the derivation of Distribution and/or Transmission tariffs for Networks customers, including customers of acquired utilities.
  2. Plan and coordinate with business units to obtain necessary data to run the models.
  3. Develop Transmission and/or Distribution pricing options and tariffs for regulatory submissions, in accordance with policy and strategic direction discussed and agreed by manager. Run various scenarios, as appropriate to perform rate impact assessments. Participate in efforts for further changes of Transmission and/or Distribution service components in accordance with pricing options and scenarios that have been developed including harmonization of Acquired LDCs rates.
  4. Participate in the preparation of study results and analysis data for Senior Management review and approval. Support interactions with the Regulatory function and other business units during the development of Transmission and/or Distribution rate proposals and during the implementation phase. Provide advice and guidance on pricing policies to respond to Government, the Regulator and customer inquiries.
  5. Assist with Ontario Energy Board and other regulatory hearings. Participate in the development of positions and prepare position papers and submission, in accordance with policy and strategic direction discussed and agreed by manager, for regulatory and other hearings. Initiate studies and reviews to maintain up-to-date knowledge of existing and emerging pricing and rate design issues in the Province of Ontario. Keep abreast of Government and the Ontario Energy Board policies related to the electricity industry and its impact on Distributors and/or Transmitters.
  6. Assist in the implementation and customer/stakeholder education activities related to cost allocation and rate design. Contribute to multi-party, inter-disciplinary studies relating to cost allocation and rate design. Provide advice in pricing area or related disciplines required by the internal study groups.
  7. Participate and support the evolution of the Transmission and/or Distribution System Code and other related codes and rules.
  8. Support work related to the amendment and evolution of the Market Rules administered by the IESO. Provide assistance to the transmitters representative on the IESO Technical Panel in the areas of cost allocation, rate design and pricing policies.
  9. Represent the company on task forces and committees to inform and educate external stakeholders in the areas of cost allocation, rate design and pricing policies, programs and processes.
  10. Provide limited supervision to staff by providing advice, guidance and work instruction on work programs and projects. Provide training to other or junior pricing staff as required to develop inhouse Transmission and Distribution cost allocation and rate design capability for the department.
  11. Support the development of various pricing and rate design options for business planning and business analysis and assist in the development of business and strategic cases. Recommend and implement improvements that will enhance the overall delivery of the pricing function.
  12. Perform other duties as required

 

Selection Criteria:

Education :

  • Requires a knowledge of economics and finance to develop and implement cost allocation and rate design models, methodologies, guidelines and rate structures associated with transmission and/or distribution system needs.
  • Requires a good knowledge of computer technology to produce reports and proposals.
  • Requires a good knowledge of English to provide effective presentations and prepare technical reports.
  • This knowledge is considered to be normally acquired through the completion of 4 years of University training (Grade XII plus 5 years).


Experience :

  • Requires experience in the electricity industry and regulatory framework in Ontario and the Distribution and/or Transmission functions.
  • Requires an understanding of producing and processing raw data to extract information and summarize results.
  • Requires experience with planning and consultation to provide strategic advice on rate design and pricing issues.
  • Requires experience in project coordination to effectively plan and prioritize work to meet conflicting deadlines.
  • Requires experience in preparing reports and evidence to support the Company's regulatory applications.
  • Requires strong interpersonal skills to work with other teams within the Company.
  • Requires an understanding of the Company's objectives and how these relate to the implementation and use of Distribution and/or Transmission pricing.
  • Requires experience with computer software packages such as SAS, Excel, Access, Word and Power Point to produce statistical reports, etc.
  • Requires experience in customer service work within the corporation; such as, cost allocation studies, interpretation and application of rates.
  • A period of over 8 years and up to and including 10 years is considered necessary to gain this experience.
