Lead the development and execution of advocacy for strategic regulatory policy matters in support of Hydro One's corporate goals.
Providing strategic direction and making strategic recommendations on regulatory policy matters to Hydro One's senior leadership and Board of Directors.
Plan and lead work to develop defensible incentive rate setting frameworks for Hydro Ones Transmission and Distribution Businesses which ensure regulatory compliance and facilitate Hydro Ones business outcomes.


Specific Accountabilities:

 

  • Plan and lead work to determine, promote and implement regulatory policies and strategies in support of Hydro One's corporate goals and strategy.

  • Plan and lead the ongoing work to develop and report on Hydro Ones regulatory strategy.

  • Lead the ongoing development and execution of internal policy development forums within Hydro One (e.g. Strategic Policy Committee, Standing Policy Working Group).

  • Leverage these forums to coordinate development of policy positions to support corporate strategy.

  • Provide strategic expert advice to senior management and other lines of business relating to regulatory policies and strategies in support of business and operating decisions including:


# Implications and the appropriateness of various management processes and practices.
# Assessing applications of regulatory policies on business operations to ensure conformity and proper applications with regulatory and reporting requirements.
# Ensuring impacts of regulatory issues on currents results, business plans and strategies are proactively identified and reviewed with senior management

 

- Make effective recommendations, including making relevant presentations, to senior management and the Hydro One Board of Directors on regulatory policies and strategies which are critical to Hydro One's success.
- In the context of Hydro One's applications to the OEB for Transmission and Distribution rates, plan and deliver all work necessary to develop appropriate and defensible incentive rate setting frameworks that are aligned with OEB policy. Act as a witness in applicable regulatory applications and policy proceedings on the topics of incentive rate mechanisms.
- Lead advocacy engagements with the OEB and IESO on policy issues, and influence beneficial changes to the electricity industry while maintaining a healthy relationship with our regulators.
- Build and maintain relationships with senior staff at OEB, IESO and other stakeholders to keep abreast of current and potential developments in the regulatory environment and well-position Hydro One to influence desired regulatory outcomes.
- Represent Hydro One on regulatory policy matters in regulatory proceedings and industry associations.


Managerial Accountabilities:

  • Assess staff capability to do the required work, now and in the future through performance management, mentoring, workforce planning.
  • Provide leadership to subordinates, so that they collaborate competently and with full commitment, with each other in pursuing the goals set.
  • Translate the Hydro One and Regulatory goals and objectives into a direction which guides the operation of the business and communicate that direction to all staff.
  • Provide subordinates with appropriate knowledge, skills, information, work procedures and equipment to facilitate responsible behaviour which will protect their safety and contribute to their health.
  • Demonstrate visible leadership to develop and maintain a safe and healthy workplace

Selection Criteria:

  • In-depth experience in the following areas: Regulatory policy development and advocacy; government (stakeholder) relations; strategy development; business planning; financial and cost accounting.
  • Requires extensive experience with the utility regulatory process in Ontario, including prior experience in a judicial or quasi-judicial environment.

  • Requires experience in business strategy, planning, operations and management, regulation and regulatory constructs, and law.

  • Required experience in leading teams of professional staff, including management and other subject matter professionals.

  • Requires extensive experience effectively interacting with and representing before executives and associated executive leadership teams, Boards of Directors and various committees of Board, external regulatory, legal and governmental bodies.

  • Requires advanced knowledge of the Ontario regulatory framework for electricity utilities.

  • A period of over 10 years is considered necessary to gain this experience, preferably in a regulated utility environment.

  • Sound written and oral communications skills. Exceptional presentation abilities, adept at building and sustaining strong working relationships at all levels, cross-functionally and cross-divisionally, and developing and implementing creative, innovative solutions that take into account business and financial considerations

  • Results driven and a demonstrated ability to build rapport and credibility with stakeholders quickly. Able to successfully deliver desired results under tight timelines

  • Strong ability to handle ambiguity and identify critical decision points in order to obtain successful outcomes
