General Accountabilities:

 

  • Support the Telecom Engineering Senior Manager in implementing the Telecom Engineering department's goals/objectives/strategies by providing effective leadership to a team of technical design and drafting staff including contracted external design firms.


Specific Accountabilities:

 

  • Manage the work of a technical engineering and drafting team in the delivery of engineering/design/analysis services involved in the design, construction, installation, reliability analysis, implementation and provision of technical support for maintenance of utility telecom systems.
  • Organize, plan, schedule, direct and coordinate work, assign tasks and monitor the progress of work to conform to schedules.
  • Evaluate the effectiveness of the team’s engineering capability through various means (capability assessments, quality control, etc.) and recommend changes to enhance performance.
  • Assess the performance of staff and conduct development/feedback interviews as required.
  • Recruit, develop and maintain staff with the necessary type and quality of skills to deliver required engineering services levels in the context of Hydro One Networks' strategies, plans and objectives.
  • Perform day-to-day supervision, work assignment, monitoring and quality assurance of engineering staff within the assigned engineering team. Be responsible for the work of staff assigned to specific projects or sub-projects, assigning and checking their work, and giving guidance and direction as necessary, in a working environment which has the philosophy and goals of continuous quality improvement.
  • Lead the development and implementation of designs for Telecommunications systems to meet and enhance the reliability and performance of the power system and to meet other business needs. Lead the development and preparation of engineering designs, estimates, specifications and instructions for work on projects of major complexity for Telecommunications facilities involving highly complex analysis. Designs to meet all health, safety & environmental requirements/regulations.
  • Liaise with peer engineering managers and others to set common project plans and understandings, clarify roles, accountabilities and communication channels on an as needed, project-by-project basis.
  • Monitor engineering work status of the team, provide analysis of progress and issues and provide feedback to the Engineering Senior Manager, Engineering Manager, project engineer, project manager and others as required.
  • Ensure compliance in engineering designs and applications with respect to regulatory requirements such as OEB, IESO, NPCC, NERC CIP, etc.
  • Perform other duties as required.

  • Establish a two-way working relationship with subordinates to solicit their views on conditions and potential changes affecting their work and continuous improvement opportunities.
  • Maintain a team of subordinates who are capable of producing the outputs required.
  • Ensure subordinates are able and willing to produce the desired outputs and that continuous improvement is forefront in achieving outputs.
  • Conduct personal effectiveness reviews of subordinates to build relationships and trust and to improve effectiveness.
  • Mentor and counsel team members.
  • Provide leadership to subordinates, so that they collaborate competently and with full commitment, with each other in pursuing the goals set.
  • Providing a safe and healthy work environment.
  • Provide subordinates with appropriate knowledge, skills, information, work procedures and equipment to facilitate responsible behaviour where health and safety incidents are minimized and employees contribute without the fear of reprisals.
  • Provide a work environment that supports and values diversity, equity and inclusion.
  • Know and ensure subordinates comply with all legal and regulatory requirements, corporate policies and procedures and generally accepted practices relating to their work.

 

Selection Criteria:

  • Registered Professional Engineer in the Province of Ontario is preferred but non-professional engineers will be considered.
  • Knowledge normally acquired either in a four year electrical engineering/engineering sciences university program or the equivalent practical experience.
  • Knowledge of all aspects of design and construction of utility systems including telecom networks and facilities.
  • Experience in management and supervision of engineering and other technical staff.
  • Knowledge of project management principles, vendor management, tendering and contract administration.
  • Knowledge of business fundamentals and economics.
  • Knowledge of operational requirements.
  • Knowledge of telecom systems, and national and international standards related to telecom and associated equipment design and construction.
  • General knowledge with some of the following technologies: microwave, fiber optics, teleprotection systems, power line carrier, cable protections, wireless systems, wide area and local area networks, network management systems, voice switching and video surveillance.
  • A period of over 8 years is considered necessary to gain this experience.
