Job Function: 

Support the Director - Regulatory Policy and Support in the development of a demand forecasts for Hydro One Networks transmission and distribution businesses by identifying and analyzing current and future trends, providing effective market forecasts, market analysis and market intelligence as strategic input to Hydro One Network's strategic and business planning, revenue management and regulatory submissions. Pro actively provide support to the Company’s Conservation and Demand Management projects.

Job Description:

Through collateral relationships with respect to the Director Regulatory Policy and Support and within the context provided by the Director (i.e. Hydro One Networks strategies and policies, accountabilities, tasks, budgets and programs, compliance and performance targets, expectations for continuous improvement, etc.) provide the following:

1.Execute statutory requirements of IESO related to load forecasts and protect the integrity of corporate customer load database. 
2.Develop and manage scenario analyses of strategic options, external environment scans, or special studies as support to development of Hydro One strategy.
3.Develop a provincial electricity market forecast, with analysis of energy service requirements by market segment and energy price forecasts by product for the province as a whole and for local areas of interest. This includes forecasts of sales and load for Hydro One Networks products, of transmission and distribution system loadings for capacity adequacy assessment, including simulation of demand side risks including self-generation and system bypass, in support of strategic and business planning and regulatory positioning.
4.Prepare risk ranges and alternative scenarios as required to further Hydro One risk management strategies. 
5.Review and analyze the plan on an annual, or more frequent, basis to accommodate changes in the Hydro One strategy, or as required by the marketplace, the industry, and/or government. 
6.Recommend and provide supplemental local area and/or short-term forecasts where critical needs are identified in support of such activities as system and investment planning, system reliability assessments, tariffs and pricing, regulatory submissions, risk assessments, and customer negotiations.
7.Develop and recommend systems and processes for providing economic assessments and forecasts.
8.Provide analytical and technical support in respect of Hydro One’s ongoing Conservation and Demand Management projects and take leading role in developing future CDM projects.
9.Negotiate and manage contracts with external data services providers (e.g. Global Insight), to accommodate changing budget requirements and provide savings to the company. 
10.Recommend and monitor systems, processes, models and statistical techniques for forecasting and intelligence gathering so as to keep Hydro One's capability current. Continuously improve existing systems, processes and analytical models.
11.Execute and/or manage approved processes and programs resulting from the above recommended strategy.
12.Advise and brief Hydro One Networks management and business unit heads on market forecasts and relevant industry, regulatory, business and government developments. Gain approval and acceptance of forecasts, including the CEO of HO Networks.
13.Participate and testify, as necessary, at regulatory hearings with regards to the economic factors influencing the future costs of and demand for Hydro One Network’s regulated business (e.g. system demand, inflation projections). Develop evidence as required including regulatory filings, supporting analyses, position papers and interrogatory responses.
14.Develop, define, and ensure access to the necessary databases required to support Hydro One Network's forecasting capabilities. These include historical and current economic and energy market data, as well as Network metering points and customer loads.
15.Prepare and provide load forecasts for the Independent Electricity System Operator (IESO), on behalf of Hydro One Networks as required by the market rules for market participants. This includes annual forecasts with quarterly updates as required, at the delivery point level.
16.Develop forecasts, or load information, by customer delivery point to support rate submissions, revenue management and operational planning.
17.Adhere to the Affiliate Relationship Code (ARC) when providing sales data to HOI business units.
18.Develop forecasting tools and provide analytical support as required for Hydro One Networks.
19.Ensure forecast team provides essential input to their customers, develop quality products in a timely fashion, which protect the revenue stream and contribute to the success of rate applications. 

Accountability for the outputs of others:
- Set the appropriate context for subordinates (Hydro One Networks strategies and policies, accountabilities, tasks, budget and programs, compliance and performance targets, expectations for continuous improvement, etc.)
- Set an effective framework of policies and procedures for the work of the unit Know and ensure own and subordinates' compliance with all legal and regulatory requirements, and all Hydro One Networks policies and procedures and generally accepted practices relating to the work of the business
- Establish a two-way working relationship with subordinates to solicit their views on conditions and potential changes affecting their work, and continuous improvement opportunities

Maintaining a team of subordinates who are capable of producing the outputs required:
- Ensure subordinates are able and willing to produce the desired output, and that subordinate managers continually improve the processes for achieving the outputs
- Assess staff capability to do the required work, now and in the future Conduct personal effectiveness reviews of subordinate managers/specialists to build relationships and trust, and to improve effectiveness
- Build an effective team
- Mentor and counsel subordinates-once-removed

Providing leadership to subordinates, so that they collaborate competently, and with full commitment, with each other in pursuing the goals set:
- Translate the Hydro One Networks goals and objectives into a direction which guides the operation of the business - Communicate that direction to all staff 
- Define specific tasks for subordinates which are required to achieve desired results and/or to accommodate changes required within the business operations
- Communicate expectations regarding the collateral relationship among subordinate managers and specialists

Providing a safe and healthy work environment:
- Provide subordinates with appropriate knowledge, skills, information, work procedures and equipment to facilitate responsible behaviour which will protect their safety and contribute to their health
- Provide a work environment and facilities where health and safety incidents are minimized and employees' are not dissatisfied - Provide a work environment that supports and values diversity, and is free from harassment
- Know and ensure subordinates comply with all legal and regulatory requirements, corporate, business unit and local policies and procedures, and generally -accepted practices, relating to their work
