Job Function

Leads procurement operations throughout the end to end process involving a broad range of materials and services for a wide variety of business units and applications. Procures materials and services across all sourcing categories as outlined in the Supply Chain processes and policies. Serves as an escalation point for operational procurement staff including transactional procurement, contract administration and order desk / central requisitioning teams as required. Guides Buyers as they process and administer the purchasing activities from requisition to order including supporting with complex commercial issues.


Job Description


Procurement Operational Oversight:
1. Within the scope of procurement policy, executes procurement procedures and buyer guidelines. Liaises with a variety of stakeholders to ensure that operations meet due diligence and commercial requirements. Works with management staff to provide input into improvement opportunities for the company's procurement strategies, policies, and procedures.
2. Provides advice to team members to maintain an awareness of conditions in the market place on assigned goods or services and keeps stakeholders informed of significant situations. Owns the maintenance of supplier data bases and works across the Supply Chain towers to identify and qualify additional suppliers. Supports the execution of commercial
evaluations of potential suppliers.
3. Provides support and advice in the assessment of procurement options in line with Supply Chain policies and procedures and assists in the preparation and / or renewal of procurement options as needed. Supports team members through the execution of sourcing events or sole/single source negotiations in line with the Supply Chain policies and
procedures.
4. Provides support and advice in the review of requisitions and tendering documents for completeness and accuracy. Works with Lines of Business (LOBs) to ensure regulatory, quality assurance, or special technical requirements are captured. Ensures that references to terms, conditions, standards, appendices, and other relevant documentation are
accurately referenced throughout the document.
5. Provides support in the commercial evaluation of tenders, proposals, quotations, contracts, and negotiation outcomes as well as the review of commercial documents holistically taking into account price, performance, domestic content, escalation, foreign exchange, duty, progress payments, labour requirements, financial security, manufacturing capability, etc. Coordinates with technical specialists and requisitioners to collaboratively review commercial proposals.
6. Liaises with the required purchasing authorities and prepares purchase approval documents across internal stakeholders.
7. Provides support in determining the requirement for basic or formal purchase orders or contracts in accordance with Supply Chain policies and procedures. Guides the preparation of awards to facilitate execution of the commercial agreement and easy post-award administration. Supports the resolution of any discrepancies that may arise.
8. Coordinates and chairs award meetings. Assists in resolving problems related to invoice discrepancies, material rejections, lost or damaged goods and other discrepancies. Coordinates the negotiation of contract changes after the award. Prepares and processes amendment approval documents and instruction notices.
9. Coordinates the review, quality assurance and approval of engineering, manufacturing, regulatory, quality assurance and other technical procedures and documentation by specialist staff in the requisitioning, as required. Initiates, maintains and verifies the completeness and accuracy of quality assurance required for the administration of contracts.
10. Provides guidance in the administration of contracts to ensure contractual obligations are fulfilled, including reviewing claims, progress payments, and escalation claims on contracts. Leads the resolution of disputes and claims in collaboration with Legal and other LoBs.
11. Oversees the vendor performance assessment process including establishing a performance record to be used in the placing of future business. Provides guidance in the resolution of performance improvement initiatives or serves as an escalation point for supply performance management discussions.
12. Works closely with internal clients to provide customer service across areas of category planning, sourcing and contracts.
13. Processes restricted documents for the procurement of security related equipment and materials in accordance with regulatory and company procedures.

Functional Lead Responsibilities:
1. Serves as escalation point for all operational resources as needed.
2. Translates organizational goals to staff in alignment with broader organizational objectives.
3. Assigns and checks work for accuracy and provides advice on Procurement Operational policies, processes and procedures as required.
4. Establishes working relationships of openness and trust to ensure staff provide input on difficulties and challenges.
5. In collaboration with management, builds commitment amongst team to establish and maintain standards and achieve metrics and SLAs as needed
6. Performs other duties as required.
