General Accountabilities:

Support Distribution and Transmission business activities by interpreting regulatory requirements and byproviding advice and guidance on regulatory matters as they affect company operations.

Develop, file and defend written and oral evidence for Regulatory Proceedings pertaining to Leave to Construct,Mergers and Acquisitions, Service Area Amendments and Asset Sales approvals.

Lead the due diligence process for potential acquisitions and provide regulatory research on other jurisdictionsprocesses

Train new staff in MP&P

Establish and lead multi-disciplinary teams of expert staff from across the Hydro One organization.

Work with staff at the OEB, IESO, and the CER or other bodies to ensure that the requirements of regulatoryfilings are met and the interests of Hydro One are understood and considered.

Identify required areas of expertise within Hydro One and provide advice and guidance on the quality and timingof written and oral evidence necessary to fulfill requirements specified by the regulators.

Provide advice and guidance to Lines of Business relating to regulatory policies and strategies, and theappropriateness of various management processes and practices on policy application and interpretation.

Support the development, approval and submission of regulatory filings to the OEB, the CER and/or otherregulatory bodies. This may also involve issues of revenue requirement, rate design, recovery of deferralaccounts, other OEB initiatives, regulatory reporting, and asset sales and acquisitions.

Provide advice and guidance to Lines of Business on regulatory policies and strategies, and the appropriatenessof various management processes and practices on policy application and interpretation.

Lead the development of strategies, tactics and positions for the Company to adopt related to regulatory issuesrequiring the approval of the OEB.

Work with expert staff to conduct the necessary business analysis and prepare regulatory submissions requiredto successfully achieve the business objectives of Hydro One.

Develop and maintain a network of internal and external business associates including peers within the OEB,other utilities, industry associations and all key business units within Hydro One to ensure Hydro One’s interestsare understood and positions adopted, as appropriate. Ensure any submissions are consistent with Hydro One’soverall regulatory strategy.

Lead the development of regulatory submissions by identifying the required deliverables and assist withplanning, scheduling and assigning of required tasks.

Participate on OEB/CER led industry teams related to regulatory matters.

Establish a comprehensive understanding of all OEB related Legislation, Rules, Licences and Codes and act asthe subject matter expert within the company in specific areas, including providing interpretation and ensuring all the necessary processes and products are in place to ensure compliance.

Prepare internal and external reporting to the OEB, IESO, Hydro One Senior Management, the Board and itscommittees, and other internal and external stakeholders.

Review corporate business cases to position expenditures to attain OEB approval and identify any associated risks.
Selection Criteria:
-
Requires knowledge of finance concepts, economics, engineering, quantitative analysis and statistics in order todevelop business strategies and business cases for presentations and evidence development and review.

Requires strong knowledge of Hydro One’s regulatory environment.

Requires a general awareness of the obligations that Hydro One must comply with as a regulated and licensed transmitter and distributor.

Requires a good knowledge of English to develop effective written submissions and make effectivepresentations to internal and external committees and to promote new strategies and policy options.

Requires knowledge of computer applications for developing submissions and presentations.

This knowledge is considered to be normally acquired through the completion of 4 years of University training and an accountancy designation

Requires experience in the major business units such as Regulatory Affairs, Finance, Asset Management, FieldOperations or Engineering Services, including involvement with regulatory products issued by the OEB, such as Minimum Filing Requirements, Market Rules, Transmission System Code, Distribution System Code, Affiliate Relationships Code and the Renewed Regulatory Framework for Electricity.

Requires experience in project management, conducting business analysis and developing business cases and direct evidence.

Requires an ability to work with the OEB, Industry and other utility staff on external industry based initiatives.

Ten years’ experience working in a regulated environment is considered necessary to gain this experience.
