Hiring Salary Range: $150,000.00 - $169,400.00 / year

- Lead, develop, and maintain standardized estimating processes, procedures, tools, and systems for all estimate classes.
- Oversee and participate in preparing cost estimates across all project phases.
- Develop detailed quantity surveys, coordinate drawings and specifications, and prepare cost breakdowns and price schedules.
- Maintain an up‑to‑date computerized estimating database incorporating historical data, market trends, construction methods, and cost indices.
- Review and recommend adjustments to consultant and external agency estimates to ensure accuracy and compliance with guidelines.
- Support project change evaluation by preparing trend estimates and analysis.
- Provide estimating services and strategic cost advice to project teams and senior management.
- Analyze and evaluate contractor tenders, including bid balancing and post-bid assessments.
- Prepare reports on cost variances, tender comparisons, basis of estimates, cost‑reduction strategies, and remedial actions.
- Liaise with internal groups and external authorities on estimating and cost matters.
- Provide guidance, coaching, performance feedback, and training to estimating staff.
- Ensure safe work practices, effective supervision, and optimal use of human and material resources.
- Establish measurable performance standards for the estimating team.
- Extensive knowledge of project controls, estimating methodologies, planning, scheduling, and cost management.
- Strong understanding of the full project lifecycle and cross‑functional integration.
- Experience in Project Management Office environments and managing projects from initiation to closure.
- Expertise in developing and implementing processes, procedures, tools, and systems.
- Excellent analytical, problem-solving, organizational, and communication skills.
- Ability to interpret large amounts of data and provide sound judgment-based guidance.
- Recognized subject matter expert with experience advising senior leadership.
- Proficiency in Microsoft Word, Excel, PowerPoint, Access, SharePoint, and MS Project.
- Strong influencing and interpersonal skills, with experience partnering across multi-disciplinary teams.
- Ability to manage competing priorities in a deadline-driven environment.
- Effective facilitation, time management, and stakeholder communication skills.
- Experience managing performance, setting goals, coaching staff, and making operational decisions.
- Knowledge of relevant human rights, accessibility, and employment-related regulatory requirements.
- Degree in a related technical or business discipline OR diploma with extensive related experience.
- 15+ years of progressive project controls experience.
- Professional Engineer (P.Eng.) an asset.
- AACEI Certified Estimating Professional (CEP) or Professional Quantity Surveyor (PQS) certification is preferred.
