This placement opportunity is for a permanent vacancy in Operating Engineering - Project Enablement (OEPE) within System Operations Support.

General Accountabilities

  • Reporting to the Manager of Project Enablement, the successful candidate’s primary accountabilities will be to lead a team of OEPE engineers and provide guidance/oversight to define, scope, analyze, review, and recommend on power system operation of transmission and distribution facilities.
  • Conduct power system operations research, technical/economic/business/regulatory impact assessments and other specialized technical studies of Hydro One’s transmission/distribution assets as well as of other customer/system needs.
  • Analyze technical problems, develop strategies, explore alternatives, and determine preferred/optimal solutions; and ensure delivery of solutions is consistent with operating requirements.
  • Produce Facility Sketches and determine Operating designation of transmission and distribution assets for both transmission/distribution projects.

Specific Accountabilities

  • Act as a OEPE team leader and multi-discipline task co-coordinator for assigned projects.
  • Lead technical/economic/regulatory impact assessments and other specialized technical studies to determine transmission/distribution system operational needs related to Protection, Control and Metering (PCM), Asset Management, Engineering design, Project Management, telecom. with a focus on power system operation.
  • Provide Engineering and technical leadership to the development of operating policies, standards, processes, practices, instructions, and procedures with coordination of internal and external stakeholders.
  • Manage Hydro One’s transmission and distribution nomenclature and designation of assets and equipment to fulfill operating and commercial accountabilities in all time frames.
  • Develop strategies for maintaining strong working relationships with other line of business, where engineering support in operational issues has cross functional accountabilities.
  • Respond to equipment outages on the transmission/distribution system providing advice, direction, and contingency planning coordination, including outage plans and project staging.
  • Provide support to various System Operations departments including investigative analysis techniques to solve operating issues not readily recognized or known to OGCC/ISOC.
  • Provide support and facilitate resolution for operational issues raised during the planning, design, and implementation phases of capital and sustainment projects.
  • Review and provide operating feedback on the new or revised policies, standards, processes, and procedures developed by other line of business.
  • Maintain an awareness of advancing technology developments in transmission/distribution on power systems, computer networks (including wireless), SCADA, alarm management, energy transformation, electrification, and cyber security.
  • Foster collaborations with universities, organizations and other utilities to study, research, test and report on topics such as smart grid initiatives and technologies, distributed energy resources, microgrids, with potential benefit and application to the Hydro One’s Distribution with a focus on operational impact.
  • Represent System Operations Support and Hydro One on various internal and external working groups.

Selection Criteria - Essential Competencies

  • Requires demonstrated qualities of strong leadership.
  • Must keep projects and accountabilities on track, including preparation of project charters, policy documents, and event reports, Ability to excel in a team environment, with minimal supervision and comfortable with initiating independent actions.
  • Must have excellent communication skills both verbal and written to communicate with internal and external stakeholders.
  • Requires advanced knowledge of technical writing for the preparation of operating procedures, standards, policies, presentations, and technical reports.
  • Requires computer proficiency in using various computer applications for the research, analysis, reporting and delivery of power system solutions, including Hydro One information system tools such as PSDB, CRIS, SAP, Asset Analytics, PCMIS, Meridian drawings.
  • Thorough knowledge of electrical engineering theory as related to operating different components of transmission/distribution systems in an interconnected power system, including power system reliability, security, and efficient operation of the bulk power system.
  • Expertise using ACAD computer-aided design software to create precise 2D electric drawings
  • High proficiency using power system software analysis tools like PSSE for conducting power flow, stability, and short circuit studies.
  • Highly experienced in using Hydro One Network Management System (NMS) for conducting power flow studies, contingency analysis, and effectively retrieving historical information.
  • Highly experienced in using Hydro One Advanced Distribution Management System (ADMS) for conducting power studies, contingency analysis, and effectively retrieving required information.
  • Investigate extensively operating/technical experiences to understand the practical applications to disturbance analysis, power quality and power system operation.
  • Clear understanding of Distributed Energy Resources (DER), distributed energy resources management system (DERMS), and Distributed Generation connection process to the Transmission / Distribution grid, and the Customer/Connection Impact Assessment.
  • Proficiency in SCADA connectivity from a remote station to the OGCC/ISOC, backup control center, and flow of data from an IED to OGCC/ISOC, IESO, and external customers.
  • Thorough understanding of the IESO Market Rules and the IESO processes related reliable operation of interconnected power system.
  • Thorough knowledge of established NERC, NPCC, IESO rules and reliability standards (e.g., security criteria) as well as Hydro One operating policies and procedures.
  • Demonstrated understanding of Hydro One Operating policies and procedures and how they apply to the Transmission and Distribution system.

 

Experience and Qualifications

  • For this position a university degree in electrical engineering, power systems engineering, applied sciences, or equivalent is considered necessary.
  • Licensed by Professional Engineers Ontario (PEO).
  • To qualify for this position, 8 to 10 years of relevant experience in power system operations, transmission/distribution operations, power system planning and outage coordination, or Protection & Control design/engineering would be required.
