Reporting to the Manager, Talent Acquisition, the Talent Acquisition Team Lead is responsible for consulting with clients to provide value-added recommendations in all aspects of recruitment and will ensure adherence to provisions of the appropriate Collective Agreements, policies and procedures, and applicable legislation. TA Lead will assist the Manager Talent Acquisition, in developing and designing recruitment and on-boarding policies and strategies through improved interfaces with the Lines of Business.
Specific Accountabilities:
Through collateral relationships with respect to the Manager, Talent Acquisition and within context provided TA Lead will be responsible to fulfill following responsibilities: -
- Train and onboard new Talent Acquisition staff members.
- Provide training, advice and assist in the implementation of effective selection programs.
- Assist and evaluate the effectiveness of selection decisions.
- Assist in building a team culture of superior customer service by developing and leading a client-driven effort, constantly improving processes and procedures to meet changing technical and customer requirements in a pro-active manner.
- Conduct TA HR case monitoring and data integrity reviews to ensure that production and quality expectations are being met, providing timely feedback, and coaching to ensure performance metrics are being met or exceeded; observe employee demeanor, technical accuracy, and conformity to company policies; conduct ongoing observations of program performance and identifies training needs.
- Serve as first level of escalation point for complex or unique union, pay or other issues.
- Assist line management in analyzing job requirements, developing selection criteria, and evaluating candidates for selection.
- Coordinate the recruitment of students for graduate and co-op student development programs and administer the Hydro One Summer Student hiring program.
- Responsible for managing and producing daily, weekly, monthly, and yearly Recruitment statistics and KPIs.
- Analyze KPIs to detect trends and recommend solutions that will contribute towards higher employee and manager satisfaction.
- Partner with the other COE's of HR team leads (HR Shared Services, DEI, Total Compensation, Talent Management, EDMT, Pay and HR Technology) to coordinate workflow and communications with key stakeholders; ensure seamless hand-off of processes and deliverables.
- Seek and identify opportunities for continuous improvement strategies to identify efficiencies and continue to streamline processes.
- Identify and resolve gaps in knowledgebase provided to employees through the HR portal.
- Support the implementation of change initiatives such as new programs, processes, systems, and ways of working, inspiring team members to embrace change and continuous improvement.
- Advise clients on the interpretation and application of relevant legislation, such as the Employment Standards Act and Human Rights Legislation and, on the policies, and procedures related to resourcing issue.
- Provide recruitment and selection services to the business including conducting intake meetings with hiring managers, posting requisitions on the applicant tracking system, engaging prospective candidates, screening resumes, interviewing, and using other selection tools and systems as required.
- Recommend suitable sourcing solutions including the use of active or passive search, advertisements, social media, or other outreach techniques.
- Maintain recruitment related records in the applicant tracking system and related databases or spreadsheets.
- Coordinate and participate in career fairs, information sessions, networking events, on-campus recruitment activities, and other off-site events to promote employment opportunities at Hydro One.
- Lead and mentor a team of recruiters, providing guidance, support, and performance feedback to ensure successful delivery of hiring goals.
- Act as a change agent, driving innovation and continuous improvement in recruitment processes, especially as we adopt new technologies including AI and automation tools.
- Use project management tools and resources to track progress and keep recruitment activities organized. Lead regular check-ins with hiring teams to ensure alignment, resolve issues, and maintain momentum.
- Perform other duties as required.
Essential Knowledge:
- Requires knowledge of recruitment & selection tools and best practices.
- Comprehensive knowledge of relevant workplace legislation, including Employment Standards Act, Labour Relations Act, Ontario Human Rights Code, Occupational Health and Safety Act, Accessibility for Ontarians with Disabilities Act is essential.
Essential Experience:
- Minimum 2 years of professional experience using LinkedIn Recruiter to source candidates.
- Minimum 2 years of experience in a unionized environment is considered an asset.
- Must have experience using an applicant tracking systems (such as Success Factors) to post job requisitions, screen applicants, and report on recruitment metrics.
- Minimum 2–3 years of experience leading a recruitment team, with a proven ability to coach and develop others.
- Demonstrated ability to lead through change, with a forward-thinking mindset and openness to leveraging technology for greater efficiency.
- Must have experience presenting and speaking in front of groups.
- Previous recruitment advertising experience, branding, social media, and other outreach activities is considered an asset.
- Previous experience using Success Factors and SAP, including the BI reporting function, is considered an asset.
Selection Criteria:
- A minimum of 6 - 8 years of recruiting experience.
- Bachelor's degree in human resources or related field.
- Knowledge of labour relations theory is considered an asset. This knowledge is normally acquired through the completion of post-secondary level studies in Human Resource Management.
- Ability to attend and lead preparation for career events.
- Excellent computer skills, including proficiency in Microsoft Office (Outlook, Word, Excel, and PowerPoint).
- Excellent attention to detail, time management, and organizational skills.
- Experience in providing coaching to Talent Acquisition staff members focused on high volume, rapid cycle recruitment with key performance metrics.
- Knowledge and experience in a wide range of current recruiting policies, best practices, and trends and the ability to grasp innovative technologies (experience with Applicant Tracking Systems and Success Factors) and innovative recruitment practices.
- Deep understanding and experience in the employee experience and employment branding.
- Drive for results with the ability to motivate a team to achieve goals Ideal candidate will be self-directed and initiative-taking with a keen sense of urgency.
- Proven verbal and written communication skills with an emphasis on confidentiality to explain, simplify and/or interpret information of a complex nature; ability to prepare messaging for various audiences (i.e., Hiring Leaders, Executive Leadership, candidates, external recruitment partners etc.).
- Ability to think strategically with a strong sense of urgency while managing time and priorities.
- Advanced analytical skills with ability to conduct research and use independent judgment to problem solve.
- Strong customer service focus to clients across all levels of the organization.
- Collaborator - willing to pitch in when needed to help on projects, tasks, and initiatives; enjoys working in a collaborative environment.
